In 1989, after several years of discussion and negotiation, the Regional Econornics Applications Laboratory (REAL) was formed. This unique relationship between the Federal Reserve Bank of Chicago and the University of Illinois at Urbana-Champaign has been a significant source of intellectual inspiration for many students, visiting colleagues and members of the participating institutions for the past decade. The idea for REAL was hatched by Philip Israilevich and Geoffrey Hewings in typical Chicago style - in the back room of a local bar. In early December 1997, their collaboration came to an untimely end when Philip died after a three-year battle with cancer. The challenge of moving across a spectrum from theory to model development to implementation and interpretation provided the underlying motivation for REAL's formation together with an equally important component, namely the translation of many of these efforts into a form that could be understood and implemented by policy makers. For Philip, REAL and the Regional Science Association International provided the forums for his intellectual endeavors, although he also contributed many papers in banking. In recognition of his contributions and to provide a sense of the current research in the fields in which he published, many of the authors of these chapters assembled in Chicago in November, 1998 to participate in a small seminar in his honor. Several others who were not able to come nevertheless contributed chapters to this volume. Subsequently, all of the papers have been revised and updated.

With the closure of the overland Silk Road in the fourteenth century following the collapse of the Mongol empire, the Indian Ocean provided the remaining vital link for wider cultural, political, and societal integrations prior to the Western colonial presence. Collectively, these studies explore the history of non-metropolitan urban settings c. 1400-1800 in the Indian Ocean realm, from the Ottoman Empire and the African coastline at the mouth of the Red Sea in the west to China in the east. This was an age of heightened international commercial exchange that pre-dated the European arrival, which in the Indian Ocean paired Islamic expansionism and political authority, and, alternately, in the case of mainland Southeast Asia, partnered Buddhism with new centralizing monarchies. While grounded in multi-disciplinary urban studies literature, the twelve studies in this collection explore secondary center networking, as this networking distinguishes secondary cities from metropolitan centers, which have traditionally received the most scholarly attention. The book features the research of international scholars, whose work addresses the representative history of small cities and urban networking in various parts of the Indian Ocean world in an era of change, allowing them the opportunity to compare approaches, methods, and sources in the hopes of discovering common features as well as notable differences. This volume is the result of a 2007 conference on "The Small City in Global Context," hosted by the Center for Middletown Studies at Ball State University, Muncie, Indiana, intended to expand the field of urban studies by encouraging scholars of diverse global interests and specializations to explore the history of non-metropolitan urban settings.

Public managers can, to a certain extent, choose between various mana- ment paradigms which are provided by public and business administration scholars and by politicians as well. This book explores how public managers in Western bureaucracies deal with the mutually undermining ideas of hierarchical, network and market governance. Do they possess a specific logic of action, a rationale, when they combine and switch - tween these governance styles? This chapter sets the scene for the book as a whole and presents the - search topic and the research question. 1.1 Problem setting Since the Second World War, Western public administration systems have changed drastically. The hierarchical style of governing of the 1950s to the 1970s was partly replaced by market mechanisms, from the 1980s - wards. In the 1990s, a third style of governing, based on networks, further enriched the range of possible steering, coordination and organisation - terventions. In the new millennium, public sector organisations seem to apply complex and varying mixtures of all three styles of what we will - fine as governance in a broad sense. This development has brought about two problems.
