Road maintenance activities involve both short-term stationary work zones and moving work zones. Moving work zones typically involve striping, sweeping, pothole filling, shoulder repairs, and other quick maintenance activities. Existing traffic analysis tools for work zone scheduling are not designed to model moving work zones. A review of existing literature showed that many of the existing studies of moving bottlenecks are theoretical in nature, limited to certain lane configurations, and restrictive in the types of mobile work zone attributes considered. This research project sought to address this gap in existing knowledge by using field data from moving work zones to develop and calibrate a traffic impact analysis tool. This objective was accomplished through the fusion of multiple sources of work zone and traffic data. Four different data sources were used: Missouri Department of Transportation (MoDOT) electronic alerts (e-alerts), probe-based travel times, data from point detectors, and field videos of moving work zones recorded from the back of a truck-mounted attenuator (TMA). A linear regression model was developed to predict traffic speed inside a moving work zone. Predictor variables in the models included historical speed, number of lanes, type of lane closure, and time of day. The simulation tool VISSIM was calibrated for moving work zones using information extracted from videos of moving work zone operations. The three recommended calibration parameters are a safety reduction factor of 0.7, a minimum look ahead distance of 500 ft, and the use of a smooth closeup option. These calibration values can be used by departments of transportation (DOTs) to model moving work zone scenarios. The operational analysis concluded that a moving work activity lasting one hour or more operates best when traffic volumes are under 1,400 veh/hr/ln, and preferably under 1,000 veh/hr/ln. Further, scheduling shorter duration moving activities on high-volume roads at multiple times (on the same day or on different days) works better than scheduling a longer duration activity. The safety analysis generated tradeoff plots between the number of conflicts and combinations of activity duration and traffic volume. A DOT can use these plots to determine, for example, if it should conduct a moving work activity for a short duration when the volume is high or for a longer duration when the volume is lower.

This Guide is designed to help transportation agencies develop and/or update their own procedures for assessing and managing the work zone impacts of their road projects throughout the different program delivery stages. Understanding work zone impacts is critical to developing effective work zone transportation management plans (TMPs) that provide for safety, mobility, and quality in maintaining, rehabilitating, and rebuilding the nation's highways. The primary intended audience for this Guide is transportation agency staff, including technical staff (planners, designers, construction/traffic engineers, highway/safety engineers, etc.); management and executive-level staff responsible for setting policy and program direction; field staff responsible for building projects and managing work zones; and staff responsible for assessing performance in these areas. This document also provides support to agencies in their efforts to implement the recently updated work zone regulations. In September 2004, the FHWA published updates to the work zone regulations at 23 CFR 630 Subpart J. The updated rule is referred to as the Work Zone Safety and Mobility Rule (Rule) and applies to all State and local governments that receive Federal-aid highway funding. Transportation agencies are required to comply with the provisions of the Rule by October 12, 2007. The changes made to the regulations broaden the former Rule to better address the work zone issues of today and the future. The Rule provides a decision-making framework that facilitates comprehensive consideration of the broader safety and mobility impacts of work zones across project development stages, and the adoption of additional strategies that help manage these impacts during project implementation. The Rule requires agencies to develop an agency-level work zone safety and mobility policy to support systematic consideration and management of work zone impacts across all stages of project development. Based on the policy, agencies will develop processes and procedures to support implementation of the policy. These include procedures that address work zone impacts assessment, work zone data, work zone training, and process reviews. The Rule also calls for the development of project-level procedures to help agencies assess and manage the work zone impacts of individual projects. While the Rule does not require a specific work zone impacts assessment process/procedure, it recommends that agencies develop and implement systematic procedures to assess work zone impacts in project development, and to manage safety and mobility during project implementation. This document is the last of four guidance documents developed on the Rule, and provides a general approach for conducting work zone impacts assessment and management, as well as many examples of the approaches currently being used by transportation agencies.

Work zone safety and operations are of growing concern through recent years. With increasing traffic demand on the transportation system and advancing technology raising new situations, such as texting while driving and the proliferation of portable devices, new approaches and solutions need to be formed relating to transportation safety. This thesis addresses two issues pertaining to work zone safety. This first issue related to the increase of distracted driving through mobile work zones leading to an increase in collisions with work zone vehicles. Mobile work zones are continuous slow moving operations utilized for various maintenance applications such as pavement striping, sweeping, and pothole repair. This type of work zone is unique because no portion of the work zone is static and the use of and advance signage must remain mobile. The speed differential between the work zone vehicles and normal traffic flow, and the rise in distracted driving can lead to potential collisions. A possible solution to this problem involves the use of an audible warning system. This thesis evaluates two types of mobile work zone alarm systems: an Alarm Device and a Directional Audio System (DAS). Three modes of operation were tested: continuous, manual, and actuated. The evaluation consisted of sound level testing, analysis of merging distances and speeds, and observations of driving behavior. The mobile work zone alarm study found that the Alarm Device and DAS operate within national noise standards. All of the tested configurations increased vehicle merging distance except for the Alarm Actuated setup. The DAS Continuous setup reduced vehicle speeds and the standard deviation of merging distance. Some instances of undesirable driving behavior were observed for some configurations; however, it is unclear whether these behaviors were due to the use of the audible warning system. Analysis of the alarm activations showed that horizontal and vertical curves had a significant effect on false alarm and false negative rates. This research found that the use of an audible warning system has potential to be an effective tool in improving safety through mobile work zones. Further tests to the system, such as modifying the alarm sounds, could improve the warning system’s effectiveness. The second issue relates to the rising trend of utilizing innovative geometric designs to address increasing traffic and increase traffic safety. Currently there are no guidelines within the Manual on Uniform Traffic Control Devices (MUTCD) on construction phasing and maintenance of traffic (MOT) through retrofit construction projects involving innovative geometric designs. The research presented in this thesis addressed this gap in existing knowledge by investigating the state of the practice of construction phasing and MOT for several types of innovative geometric designs including the roundabout, single point urban interchange (SPUI), diverging diamond interchange (DDI), restricted-crossing left turn (RCUT), median U-turn (MUT), and displaced left turn (DLT).Goals through the innovative geometric design portion of this thesis include providing guides for transportation practitioners in developing construction phasing and MOT plans for innovative geometric designs. This involves providing MOT Phasing Diagrams to assist in traffic control measures such as barriers, delineators, and striping. Guidelines were developed for MOT through a review of literature, survey and interview of industry experts, and review of plans from innovative geometric design projects. These guidelines are provided as a tool to assist in improving work zone safety through construction of projects with innovative geometric designs. A literature review, survey of industry experts, interviews of industry experts, and analysis of project plans provided knowledge of existing practices for these types of designs. This process allowed for the development of MOT Phasing Diagrams and suggestive guidelines for each of these intersection types.

Capacity is affected by construction type and its intensity on adjacent open traffic lanes. The effect on capacity is a function of vehicles moving in and out of the closed lanes of the work zone, and the presence of heavy construction vehicles. Construction activity and its intensity, however, are not commonly considered in estimating capacity of a highway lane. The main purpose of this project was to attempt to quantify the effects of construction type and intensity (e.g. maintenance, rehabilitation, reconstruction, and milling) on work zone capacity. The objective of this project is to quantify the effects of construction type and its intensity on work zone capacity and to develop guidelines for MoDOT to estimate the specific operation type and intensity that will improve the traffic flow by reducing the traffic flow and queue length commonly associated with work zones. Despite the effort put into field data collection, the data collected did not show a full speed-flow chart therefore extracting a reliable capacity value was difficult. A statistical comparison between the capacity values found in this study using either methodologies indicates that there is an effect of construction activity on the values work zone capacity. It was found that the heavy construction activity reduces the capacity. It is very beneficial to conduct similar studies on the capacity of work zone with different lane closure barriers, which is also directly related to the type of work zone being short-term or long-term work zones. Also, the effect of different geometric and environmental characteristics of the roadway should be considered in future studies.

This study developed a planning process that highway agencies can use to objectively select the most effective work zone traffic control strategy for each project. Seventeen state and local agencies were reviewed for information concerning existing practices in work zone planning. It was found that work zone traffic control strategies were selected mostly on the basis of subjective judgment. Using existing and new data collected in this study, quantitative procedures were developed for estimating accidents, delays, stops, fuel consumption, operating costs, air pollution, and cost of traffic control. Case construction costs were presented. This Technical Report describes the research performed and the significant results of the study.
