The European and American economies are closely interlinked as mutually important investment and trading partners. The growing intensity of economic interdependence has spurred the transatlantic coordination of rules and standards that can lead to the formation of non-tariff barriers to transatlantic commerce. But despite impressive government-to-government efforts to eliminate market barriers, the E.U. and the U.S. have frequently clashed over each other's regulatory policies. The aim of this book is to explore the domestic sources of cooperation or conflict in transatlantic regulation. The book analyses the role of domestic factors through three theoretical lenses that are well-established in the study of multilevel systems: the principal-agent approach, the two-level game metaphor, and through a wider concept of institutionalism which emphasises the links between societal interests and regulatory ideas with institutional frameworks. The book states that domestic factors embody more obstacles than opportunities for horizontal coordination. It is argued that transatlantic relations will likely undergo a ‘double movement’ of being simultaneously shifted upwards to become part of the global governance architecture, and downwards towards broader involvement of legislators in regulatory matters. Hence, transatlantic regulation might in the near future be shaped more by political leaders, rent-seeking interest groups and legislators than by networks of technocrats. This book was published as a special issue of the Review of International Political Economy.

Government health, safety, and environmental standards have, in the past two decades, often created barriers to international trade. These non-tariff barriers have become the focus of trade disputes, negotiations, and agreements. This book explains the dynamics of conflict and cooperation over consumer and environmental regulation between the European Union and the United States. It explores the most celebrated cases of transatlantic conflicts over regulatory standards—the EU's beef hormone and legtrap bans, and America's fuel economy regulations—as well as the successes of the two partners in coordinating rules for chemical and drug testing, animal inspection, and the reduction of ozone-depleting chemicals. David Vogel argues that transatlantic regulatory conflict has less to do with protectionism and more to do with deeply rooted differences in cultural values and political priorities in Europe and the United States. These differences, he explains, constitute a fundamental and ongoing source of trade conflict between the EU and the U.S. The pattern of EU-U.S. regulatory relations has important implications, not only for the United States and Western Europe, but for the entire global economy. Whatever regulatory standards both adopt become de facto global standards. According to Vogel, the most important challenge for the U.S. and the EU is to promote and strengthen international regulatory cooperation. Each needs to pay more attention to their common interests in promoting international trade and improving global standards than to their often heated differences over particular consumer and environmental policies.

Oliver Ziegler raises the question of what role economic interests of the United States play in the regulatory decision making process of the European Union. Critics often assume that U. S. dominance in the world economy, fueled by a powerful business elite, has significantly affected EU regulations at the expense of environmental and consumer protection standards. The author falsifies this proposition. He shows, first, that the EU often adopts regulations against the explicit opposition of the U. S. thereby ignoring the principles of transatlantic regulatory cooperation. Second, he demonstrates that business interests in the EU are usually not homogenous and often come second to environmental and consumer concerns. In addition, the author shows the increasing role of the European Parliament in EU regulatory decison making.
