Russia's impact on EU policy transfer to the post-Soviet space has not been as negative as often perceived. EU policies have traveled to countries and issue areas, in which the dependence on Russia is high and Russian foreign policy is increasingly assertive. This book explores Russia's impact on the transfer of EU policies in the area of Justice, Liberty, and Security and energy policy - two policy areas in which countries in the EU's Eastern neighborhood are traditionally strongly bound to Russia. Focusing especially on Armenia and Georgia, it examines whether it is the structural condition of interdependence, the various institutional ties and similarities of neighboring countries with the EU and Russia, or their concrete foreign policy actions that have the greatest impact on domestic policy change in the region. The book also investigates how important these factors are in relation to domestic ones. It identifies conditions under which different degrees of EU policy transfer occur and the circumstances under which Russia exerts either supportive or constraining effects on this process. This book will be of key interest to students and scholars of EU and European politics, international relations and comparative politics.

The Treaty on the European Union stipulates that one of the key objectives of the Union is to provide citizens with a high level of safety within an Area of Freedom, Security and Justice. Given that the fight against terrorism is a prominent aspect of this general objective, it is remarkable that, in spite of its political relevance and decade-long history, it has only relatively recently received due attention in the academic community. Yet an analysis of the successes and failures of the EU's involvement in this field is imperative and this is a particularly pertinent moment to take stock of progress. The goal of this book is therefore to look back at the post-9/11 period and answer the question of whether, when it comes to the measures taken to combat terrorism following these attacks, the EU has lived up to the promise made in its founding treaties. In pursuing this goal, this volume presents the views of leading experts casting a critical eye over the EU's performance, recognising achievements but also being suitably critical when the realities did not match the European rhetoric. This book analyses and compares instances of the diffusion of political norms and ideas in the history of Franco-German relations. While this relationship is often described as a history evolving from enmity over reconciliation to friendship, the book uses the concept of diffusion as a complementary analytical perspective to emphasize how political norms and ideas originating in one society have influenced the other, especially in periods of intergovernmental conflict. Established in International Relations to explain transnational normative change in contemporary contexts, the framework of diffusion is heuristically useful to explore how various types of actors have contributed, using analytically different mechanisms, to normative change across the Rhine. The book presents eight case studies featuring various contents and mechanisms of ideational diffusion taken from three contexts of Franco-German history, including the French Revolution, the Franco-Prussian War, and Franco-German rapprochement after 1945. Arguing that phenomena that are often seen as genuinely ‘national’ evolutions, such as German nationalism or the French system of primary education, cannot be understood without taking into account the reception and emulation of norms from across the Rhine, the book should help students and scholars to overcome the limits of methodological nationalism when studying bilateral relationships, in the Franco-German context and elsewhere.

Policy transfer analysis seeks to make sense of the cross-cultural transfer of knowledge about institutions, policies or delivery systems in an era of globalization. The purpose of this volume is to evaluate how useful policy transfer analysis is as a descriptive, explanatory and prescriptive theory of policy change. It provides both a response to its critics and it presents a variety of new directions for studying processes of policy transfer. The chapters proceed from an underlying assumption about the field of enquiry; that policy transfer analysis alone cannot provide a general explanatory theory of policy change but when combined with other approaches an empirically grounded account of policy change can be developed. Hence each of the chapters adopt a methodological pluralism in which complementary theories of policy development are combined in order to develop a theory of policy change that accounts for the role of particular agents of policy transfer in forging policy change. This is an important contribution to our understanding of the impact of globalization on domestic policy formulation. This book was previously published as a special issue of Policy Studies.
