This book argues that transparency is a concept that has gained increasing currency and favour as an organizing principle and administrative goal in recent years. Calls for transparency have been directed towards states, markets, corporations and national political processes as well as towards large institutions such as the European Union. Focusing on empirically rich case studies, the contributors explore the ideas and practices of transparency in different contexts, encouraging a discussion of the many facets of the term and its strengths, ambiguities and limitations. They aim to shed light on the powerful global discourse and practices contained in the concept, and to fill a gap in the literature since few attempts have, until now, been made to examine the actual content and practice of transparency. Also discussed are the complex negotiations through which it is determined what should be displayed and what should remain hidden, the uses of power and control, and the processes through which transparency is, or is not, achieved. This analysis of the concepts, models and metaphors that guide and shape organizational, social and aesthetical practices today will provide a much-needed contribution to the literature for academics, researchers and students focusing on these areas.

Transparency has, in recent years, become a watchword for good governance. Policymakers and analysts alike evaluate political and economic institutions—courts, corporations, nation-states—according to the transparency of their operating procedures. With the dawn of the New World Order and the “mutual veil dropping” of the post–Cold War era, many have asserted that power in our contemporary world is more transparent than ever. Yet from the perspective of the relatively less privileged, the operation of power often appears opaque and unpredictable. Through vivid ethnographic analyses, Transparency and Conspiracy examines a vast range of expressions of the popular suspicion of power—including forms of shamanism, sorcery, conspiracy theory, and urban legends—illuminating them as ways of making sense of the world in the midst of tumultuous and uneven processes of modernization. In this collection leading anthropologists reveal the variations and commonalities in conspiratorial thinking or occult cosmologies around the globe—in Korea, Tanzania, Mozambique, New York City, Indonesia, Mongolia, Nigeria, and Orange County, California. The contributors chronicle how people express profound suspicions of the United Nations, the state, political parties, police, courts, international financial institutions, banks, traders and shopkeepers, media, churches, intellectuals, and the wealthy. Rather than focusing on the veracity of these convictions, Transparency and Conspiracy investigates who believes what and why. It makes a compelling argument against the dismissal of conspiracy theories and occult cosmologies as antimodern, irrational oversimplifications, showing how these beliefs render the world more complex by calling attention to its contradictions and proposing alternative ways of understanding it. This book analyses changes in gender relations, as a result of globalization, in countries on the semi-periphery of power. Semi-periphery refers to those nations which are not drivers of change globally, but have enough economic and political security to have some power in determining their own responses to global forces. Individual countries obviously face challenges that are to some extent unique, although the prescriptions for economic and social restructuring are based on a common competitive logic. Remapping Gender in the New Global Order draws on examples from four countries on the semi-periphery of power but still located in the top category of the UNDP’s Human Development Index. At one end is Norway, one of the world’s richest and most developed welfare-states, and, at the other, is Mexico, a country that is considerably poorer and more susceptible to the power of the United States and international agencies. Australia and Canada, the other two semi-peripheral countries examined, are in the middle. Also included are comparisons with the epicentre of the ‘core’ base of power – the United States. The individual chapters focus on the effect on specific groups of people, including males and indigenous groups, the mechanisms people use to both cope with dramatic social changes, and the strategies and alliances that are used to affect the course of changes. It covers topics that range from implications of labour migration on care regimes to globalism’s effect on masculinity and the ‘male breadwinner’ model.

This book critiques the contemporary recourse to transparency in law and policy. This is, ostensibly, the information age. At the heart of the societal shift toward digitalisation is the call for transparency and the liberalisation of information and data. Yet, with the recent rise of concerns such as 'fake news', post-truth and misinformation, where the policy responses to all these phenomena has been a petition for even greater transparency, it becomes imperative to critically reflect on what this dominant idea means, whom it serves, and what the effects are of its power. In response, this book provides the first sustained critique of the concept of transparency in law and policy. It offers a concise overview of transparency in law and policy around the world, and critiques how this concept works discursively to delimit other forms of governance, other ways of knowing and other realities. It draws on the work of Michel Foucault on discourse, archaeology and genealogy, together with later Foucaultian scholars, including Gayatri Chakravorty Spivak and Judith Butler, as a theoretical framework for challenging and thinking anew the history and understanding of what has become one of the most popular buzzwords of 21st century law and governance.
