Turkey's Difficult Journey to Democracy provides a thorough examination of the evolution of Turkey's democracy to the present day. After the Second World War, Turkey was considered to have made a highly successful transition from a single party authoritarian state to political competition. Yet, within ten years, Turkey had experienced its first military intervention. During the next forty years, the country vacillated between democratic openings and direct or indirect military interventions. The ascendance in the importance of questions of economic prosperity has helped the deepening and maturing of Turkish democracy, but some impediments persist to produce malfunctions in the operation of a fully democratic system. Through studying the Turkish experience of democratization, Turkey's Difficult Journey to Democracy seeks to provide understanding of the challenges countries that are trying to become democracies encounter in this process. Oxford Studies in Democratization is a series for scholars and students of comparative politics and related disciplines. Using an elite consensus/conflict analytical frame, this book examines why some majority Muslim countries perform so much better at democracy and/or development than others, questioning received wisdoms that Islam, authoritarianism, and underdevelopment go together. Identifying four distinct democracy and development outcomes in the Muslim world, four case studies are interrogated to show that there is more variability in democracy and development outcomes in Muslim majority countries than macro-historical studies and aggregate data have shown. By demonstrating that democracy and development outcomes in Muslim countries are the consequence of elite conflict and elite consensus, rather than the precepts or institutions of Islam, the book places the competition for power among contending elites, rather than Islam, at the center of the story of democracy and development in the Muslim world. This book will be of key interest to scholars and students of political development/development studies, democratization and autocratization studies, democracy promotion, and more broadly comparative politics.

While in Turkey the clash between the Kemalist guardians and their Islamist-led rivals resulted in a victory for the latter, although not for democracy, in Iran, traditionalist guardians were able to thwart popular challenges to their authority at the expense of the regime’s democratic legitimacy. How was guardianship established, consolidated and contested in these republics with seemingly inimical founding ideologies? Why did it unravel in Turkey but survive in the Islamic Republic in the early 2010s? And what do these power struggles and their outcomes tell us about political contestation in tutelary hybrid regimes?
