As of September 2019, there are seven U.N. peacekeeping operations in Africa: * the U.N. Multidimensional Integrated Stabilization Mission in the Central African Republic (MINUSCA), * the U.N. Multidimensional Integrated Stabilization Mission in Mali (MINUSMA), * the U.N. Interim Security Force for Abyei (UNISFA), * the U.N. Mission in South Sudan (UNMISS), * the U.N. Organization Stabilization Mission in the Democratic Republic of the Congo (MONUSCO), * the African Union-United Nations Mission in Darfur (UNAMID), and* the U.N. Mission for the Organization of a Referendum in Western Sahara (MINURSO). The United States, as a permanent member of the U.N. Security Council, plays a key role in establishing, renewing, and funding U.N. peacekeeping operations, including those in Africa. For 2019, the U.N. General Assembly assessed the U.S. share of U.N. peacekeeping operation budgets at 27.89%; since the mid-1990s Congress has capped the U.S. payment at 25% due to concerns that the current assessment is too high. During the Trump Administration, the United States generally has voted in the Security Council for the renewal and funding of existing U.N. peacekeeping operations, including those in Africa. At the same time, the Administration has been critical of U.N. peacekeeping activities-both overall and in Africa specifically-and called for a review of operations to ensure that they are "fit for purpose" and to improve their efficiency and effectiveness.

Peacekeeping and peace building undertaken by the UN and the Security Council historically has had mixed results. The deployment of UN peacekeeping troops has tended to be both tortuous and highly problematic because decisions to deploy peacekeeping forces cannot be made without the unanimity of the Security Council's five permanent members (the United States, Great Britain, France Russia and China). This has made rapid deployment of UN forces very often impossible. In addition, the UN peacekeeping missions in Africa did not last long as a result of the fiaskos in the 1990s.

This timely volume explores the “dark side” of United Nations (UN) Peacekeeping in Africa: when rather than help establish a rule of law in the host country, they become perpetrators of crime. The work of the UN peacekeepers is generally comprised of police and military personnel, from countries who contribute voluntarily to assist war-torn countries create conditions for lasting peace. Overall, these peacekeeping efforts are perceived positively, with volunteers giving their time and risking their lives to bring normalcy and peace to civilians in countries with conflict. In fact, there are cases where UN Peacekeepers are sometimes the victims of violent crimes, and need security and protection themselves. Although instances of abuse are not widespread and are certainly not isolated to Africa, this work focuses on Africa because there is a high concentration of UN Peacekeepers there, and lessons learned can be applied to other regions. The instances of abuse cover serious crimes including sexual abuse and exploitation, child and arms trafficking, and corruption, all of some of the most vulnerable populations in the world at the time. Although these instances are not extensive, they remain a fundamental problem because there is no existing mechanism for prosecution in the international area: it is only the troops’ home country, not the UN, who has the right to exercise criminal jurisdiction. The also undermine the good work that UN Peacekeepers are doing all over the world. This work is concerned with highlighting why these instances occur, and why specific forms of abuse are more prevalent than others. It also discusses how to prevent abuse and violations from happening in the first place, and creating a culture of change and accountability. Finally, taking into account cultural and legal systems from troops’ home countries, the author considers the ways that local rules can be aligned with international standards. Nearly 600,000 civilians in 27 African countries have been massacred in the past two decades. Tens of millions more have been killed in battles, displaced, or perished from indirect causes of such attacks and the continent’s armed conflicts. Not only are civilians the main victims of Africa’s wars, but also an increasing number of United Nations (UN) Security Council resolutions have called upon peacekeepers to protect them. For many, civilian protection is the very essence of peacekeeping. This is a driving rationale behind the unanimously endorsed and UN-mandated ‘responsibility to protect’ principle— the idea that governments have a responsibility to prevent and curtail genocide, crimes against humanity, war crimes, and ethnic cleansing.
