Up until recently, their trade relations have been, if not smooth, at least civil. However, the increasing number of disputes in trade and policy-making may adversely affect the development of Sino-US relations on the world market. As the international society turns their critiquing eyes towards the friction currently plaguing the US and China, the two world powers are placed in the precarious position of settling these disputes to not only decide the future of their own fragile partnership, but the ultimate direction of the world trading scene.

U.S.-China economic ties have expanded substantially over the past several years. Total U.S.-China trade rose from $5 billion in 1980 to an estimated $231 billion in 2004. China is now the third-largest U.S. trading partner, its second-largest source of imports, and its fifthlargest export market. With a huge population and a rapidly expanding economy, China is becoming a large market for U.S. exporters. Yet, U.S.-China commercial ties have been strained by a number of issues, including a surging U.S. trade deficit with China ($162 billion in 2004), lax protection of U.S. intellectual property rights (IPR), widespread trade barriers, and China's pegged currency policy. China joined the World Trade Organization (WTO) on December 11, 2001. WTO membership requires China to eliminate or reduce an extensive array of tariff and nontariff barriers on goods, services, and foreign investment. In December 2004, the U.S. Trade Representative (USTR) issued its third annual China WTO compliance report, stating that, while China's efforts to implement its WTO commitments have been "impressive," they remain "far from complete and have not always been satisfactory." It is now ten years since Congress extended PNTR to China. PNTR, or normal trade relations, is another name for MFN, or most favored nation trade treatment. Without MFN, the average tariff on Chinese goods coming into our country would be over 40 percent. When you have MFN, your average tariff of your goods coming into the country is around three percent. So you can see this was an enormous gift to China when we made that permanent. Congress' vote was a precursor to allowing China to join the WTO, which it did in December of 2001. The purpose of today's hearing is not to second guess what Congress did ten years ago. I must say that Congress did that at the urging of the Clinton administration and at the urging of many of our major multinational corporations and financial firms. The purpose of today's hearing is to look at the arguments made in favor of China's WTO entry by its proponents and look at the results.
