NATO’s 2010 Strategic Concept officially broadened the alliance’s mission beyond collective defense, reflecting a peaceful Europe and changes in alliance activities. NATO had become an international security facilitator, a crisis-manager even outside Europe, and a liberal democratic club as much as a mutual-defense organization. However, Russia’s re-entry into great power politics has changed NATO’s strategic calculus. Russia’s aggressive annexation of Crimea in 2014 and its ongoing military support for Ukrainian separatists dramatically altered the strategic environment and called into question the liberal European security order. States bordering Russia, many of which are now NATO members, are worried, and the alliance is divided over assessments of Russia’s behavior. Against the backdrop of Russia’s new assertiveness, an international group of scholars examines a broad range of issues in the interest of not only explaining recent alliance developments but also making recommendations about critical choices confronting the NATO allies. While a renewed emphasis on collective defense is clearly a priority, this volume’s contributors caution against an overcorrection, which would leave the alliance too inwardly focused, play into Russia’s hand, and exacerbate regional fault lines always just below the surface at NATO. This volume places rapid-fire events in theoretical perspective and will be useful to foreign policy students, scholars, and practitioners alike.

Ukraine's NATO ambitions form a controversial but vital international issue because they implicate the contradictory perspectives of Poland and Russia. America's new allies in Central and Eastern Europe have been struggling with defense reform since the end of the Cold War. Ukraine has an important and intensive program of cooperation with NATO under the Partnership for Peace (PfP) Program. Apart from Russia, it is the only participant in this program that has a separate treaty with NATO defining their cooperation. This agreement has expanded steadily since 1994, when Ukraine became the first CIS country to join the PfP. The relationship offers mutual benefits: NATO promotes Ukrainian defense reforms and Ukraine makes a significant contribution to NATO peacekeeping activities. The country is a potential contributor to regional peacekeeping under the EU's European Security and Defense Policy. It could also give greater substance to the peacekeeping agenda within the other GUUAM states (Georgia, Uzbekistan, Azerbaijan, and Moldova) as well as countries participating in the joint naval task force Black Sea Force (including Bulgaria, Russia, Romania, and Turkey). For three decades after the Cold War, NATO member states no longer faced a major threat, and focussed on out-of-area operations. They took the opportunity to reduce defence spending and foster their own national defence industries; interoperability was limited to air and maritime missions on a small scale. The 2014 Russian annexation of Crimea and war by proxy in eastern Donbass was a wake-up call, while China’s creeping seizure and fortification of islands in the South China Sea, as well as its relentless acquisition of Western technologies, similarly alerted the Western leadership to a less benign strategic environment. But the real shift occurred in 2022. China and Russia not only announced their ‘unlimited friendship’, but made clear their intention to reduce American hegemony by breaking up the NATO alliance and its Pacific equivalents. This volume is the first account of the challenges and solutions for so-called strategic integration in this coercive global situation. The contributors show, thematically and through selected national case-studies, how strategic integration and interoperability are conceived, debated, problematised and resolved.
