Os movimentos de cultura e educação popular nascidos no início dos anos de 1960 operam um salto qualitativo em relação às campanhas e mobilizações governamentais contra o analfabetismo de jovens e adultos ou à educação rural dos anos de 1940 e 1950. São propostas qualitativamente diferentes das ações anteriores. E o que as faz radicalmente diferentes é o compromisso explicitamente assumido em favor das classes populares, urbanas e rurais, assim como o fato de orientarem sua ação educativa para uma ação política. Uma geração de jovens vindos da Ação Católica, principalmente de seus ramos estudantil e universitário, colabora na criação e lidera vários desses movimentos, em alguns casos lado a lado com os marxistas. Em particular, a criação do MEB (Movimento de Educação de Base) expressa o deslocamento da Igreja católica institucional em direção às classes populares. No entanto, a proposta e as práticas iniciais do MEB, oriundas de experiências anteriores realizadas em estreita colaboração com o Estado, são bastante tradicionais. Mas, após dois anos de experiência, por exigência da própria prática e por influência daquela geração, redefiniu seus objetivos e reviu sua metodologia, em função de uma nova opção ideológica, sintetizada na conscientização. Em decorrência, deu nova dimensão à educação de base, nucleou o trabalho com as escolas radiofônicas e, apesar da crise provocada pelo golpe militar de 1964, ampliou o contato direto com as bases, na perspectiva de uma verdadeira pedagogia da participação popular. Osmar Fávero finalmente decidiu publicar o importante trabalho sobre o MEB apresentado como tese de doutoramento na Pontifícia Universidade Católica de São Paulo, em 1984. Recobre o período heróico do movimento, desde sua criação, em 1961, até o final de 1966, quando os efeitos da repressão praticamente inviabilizaram a continuidade das orientações construídas nessa primeira etapa. Ele pertenceu à coordenação nacional do MEB desde sua criação, em março de 1961, até maio de 1966, responsabilizando-se por treinamentos das equipes locais e por boa parte das orientações metodológicas do Movimento. Declara no livro que o MEB foi sua melhor experiência profissional. Este livro notável exprime claramente as vantagens e as dificuldades dessa intensa participação nas realidades que investiga. Com essa publicação, ao lado de Emanuel De Kadt e Luiz Eduardo W. Este livro dá continuidade ao Pedagogia histórico-crítica: primeiras aproximações, apresentando novas aproximações à sistematização da teoria resultantes de 20 conferências proferidas pelo autor entre 2005 e 2019. Integra, assim, o movimento de produção coletiva da PHC, teoria que se adensou fortemente na última década.
