The main objective of reservoir operation planning is to determine the amount of water released from a reservoir and the amount of energy traded in each time step to make the best use of available resources. This is done by evaluating the trade-off between the immediate and the future profit of power generation while meeting a set of constraints such as the continuity equations, transmission limits, generation and reservoir limits, flood control limits and load resource balance. Another important issue in these problems is uncertainty coming from spatial and temporal variability, inherent nature of a problem or parameter, errors in measurement due to human or technology inaccuracy and modeling errors. This research implements a Reinforcement Learning (RL) optimization algorithm to incorporate flood control constraints of the Columbia River Treaty. It considers the main sources of uncertainty in operating a large scale hydropower system: market prices and inflows by using a number of scenarios of historical data on inflow and energy prices in the learning process. The RL method reduces the time and computational effort needed to solve the operational planning problem.

This thesis focuses on optimization techniques for multi-reservoir hydropower systems operation, with a particular concern with the representation and impact of uncertainty. The thesis reports on three research investigations: 1) examination of the impact of uncertainty representations, 2) efficient solution methods for multi-reservoir stochastic dynamic programming (SDP) models, and 3) diagnostic analyses for hydropower system operation. The first investigation explores the value of sophistication in the representation of forecast and inflow uncertainty in stochastic hydropower optimization models using a sampling SDP (SSDP) model framework. SSDP models with different uncertainty representation ranging in sophistication from simple deterministic to complex dynamic stochastic models are employed when optimize a single reservoir systems [similar to Faber and Stedinger, 2001]. The effect of uncertainty representation on simulated system performance is examined with varying storage and powerhouse capacity, and with random or mean energy prices. In many cases very simple uncertainty models perform as well as more complex ones, but not always. The second investigation develops a new and efficient algorithm for solving multi-reservoir SDP models: Corridor SDP. Rather than employing a uniform grid across the entire state space, Corridor SDP efficiently concentrates points in where the system is likely to visit, as determined by historical operations or simulation. Radial basis functions (RBFs) are used for interpolation. A greedy algorithm places points where they are needed to achieve a good approximation. In a four-reservoir test case, Corridor DP achieves the same accuracy as spline-DP and linear-DP with approximately 1/10 and 1/1100 the number of discrete points, respectively. When local curvature is more pronounced (due to minimum-flow constraints), Corridor DP achieves the same accuracy as spline-DP and linear-DP with approximately 1/30 and 1/215 the number of points, respectively. The third investigation explores three diagnostic approaches for analyzing hydropower system operation. First, several simple diagnostic statistics describe reservoir volume and powerhouse capacity in units of time, allowing scale-invariant comparisons and classification of different reservoir systems and their operation. Second, a regression analysis using optimal storage/release sequences identifies the most useful hydrologic state variables . Finally spectral density estimation identifies critical time scales for operation for several single-reservoir systems considering mean and random energy prices. Deregulation of energy markets has made optimization of hydropower operations an active concern. Another development is publication of Extended Streamflow Forecasts (ESP) by the National Weather Service (NWS) and others to describe flow forecasts and their precision; the multivariate Sampling SDP models employed here are appropriately structured to incorporate such information in operational hydropower decisions. This research contributes to our ability to structure and build effective hydropower optimization models.

The province of Manitoba generates more than 90% of its electric power from hydroelectric generating stations located in the Nelson-Churchill Rivers basins. Prudent management of the major reservoirs in the system is essential for providing value through economic and reliable electricity. Reservoir managers are challenged by the variability of reservoir inflows, the misalignment of electrical energy demands and seasonality of reservoir inflows, and travel time lags between reservoirs and major generating stations on the Lower Nelson River. This thesis examines some of the challenges of current hydroelectric system management and applies a Sampling Stochastic Dynamic Programming algorithm to the operation of the Manitoba Hydro electric system. Direct consideration of variability and uncertainty of inflows are incorporated in the algorithm by generating a water value function based policy that considers multiple inflow scenarios and inflow scenario transition probabilities derived from conditional probability distributions based on a regression relationship between sequential periods of system inflow. The travel time lag is incorporated into the algorithm directly as a lagged inflow state variable to bridge reservoir release decisions between time periods. Storage values and penalties are incorporated to reflect operating license requirements and to prevent depletion of reserve storage that can lead to infeasibilities in the algorithm. The water value function policy is simulated over 38 historical years of inflow scenarios and compared against historical reservoir operation decisions. Model results show significant improvement in economic values and reductions in energy deficits over historical scenarios but are highly sensitive to the calibration of storage benefit and penalty values. Extensions to the model to use hydrological based inflow models, improving the transition matrix by evaluating alternative hydrological variables, and alternative approaches to the storage benefit and penalty method are discussed.

Storage reservoirs represent one of the most effective tools for eliminating, or at least for minimizing, discrepancies in the time and space variations of water resources distribution and requirements. In fact, the different - often contradictory - and increasing demands on water resources utilization and control usually can be fulfilled only by building multi-purpose reservoir systems. In this way, the available water resources can be exploited and/or managed in a more rational way. Typically, the construction of a dam across a river valley causes water to accumulate in a reservoir behind the dam; the volume of water accumulated in the reservoir will depend, in part, on the dimensions of the dam. The size of the dam will normally affect the capital expenditure in a very significant way. Indeed the construction of large water resource control systems - such as dams - generally involves rather huge manpower and material outlays. Consequently, the elaboration of effectual methods of approach that can be used in establishing the optimal reservoir parameters is of great practical significance. For instance, in the design and operation oflarge multi-reservoir systems, simple simulation and/or optimization models that can identify potentially cost effective and efficient system design are highly desirable. But it should be recognized that the problem of finding optimal capacities for multi-reservoir systems often becomes computationally complex because of the large number of feasible configurations that usually need to be analyzed.
