Seventeenth-century New Englanders were not as busy policing their neighbors’ behavior as Nathaniel Hawthorne or many historians of early America would have us believe. Keeping their own households in line occupied too much of their time. Under Household Government reveals the extent to which family members took on the role of watchdog in matters of sexual indiscretion. In a society where one’s sister’s husband’s brother’s wife was referred to as “sister,” kinship networks could be immense. When out-of-wedlock pregnancies, paternity suits, and infidelity resulted in legal cases, courtrooms became battlegrounds for warring clans. Families flooded the courts with testimony, sometimes resorting to slander and jury-tampering to defend their kin. Even slaves merited defense as household members—and as valuable property. Servants, on the other hand, could expect to be cast out and left to fend for themselves. As she elaborates the ways family policing undermined the administration of justice, M. Michelle Jarrett Morris shows how ordinary colonists understood sexual, marital, and familial relationships. Long-buried tales are resurrected here, such as that of Thomas Wilkinson’s (unsuccessful) attempt to exchange cheese for sex with Mary Toothaker, and the discovery of a headless baby along the shore of Boston’s Mill Pond. The Puritans that we meet in Morris’s account are not the cardboard caricatures of myth, but are rendered with both skill and sensitivity. Their stories of love, sex, and betrayal allow us to understand anew the depth and complexity of family life in early New England.

This thesis explores how families in late seventeenth-century Massachusetts reacted when their kin became involved in sexual misbehavior. When confronted with children accused of sexual indiscretions, kin experiencing marital problems, or those accused of more serious crimes such as rape or infanticide, families closed ranks around their erring (or victimized) kinfolk with a fiercely single-minded devotion. Families negotiated hasty marriages for pregnant young women or appeared in court to testify on behalf of young men accused of fathering bastards. They posted bond and petitioned for clemency on behalf of their misbehaving kin. But there was a darker side to family loyalty as well. If most men and women giving their depositions told the truth as they saw it, albeit as interested parties, some alibied those they must have known or suspected were guilty. Others resorted to more extreme behaviors such as deliberate slander, jury tampering or intimidation to achieve their ends. Early American historians have long treated as gospel the idea that seventeenth-century New Englanders acted as their brothers' (and sisters') keepers. I have investigated the genealogical background of defendant after defendant and have discovered that in most cases the people who appeared in court to testify were usually family members of those involved or other interested parties rather than random neighbors protecting the moral integrity of the community. Family members, not the community at large, provided the backbone of the sexual policing system. Courts could be allies or adversaries in the battle to vindicate kinfolk; other families were usually the enemy. When one family used the courts to have a man named the father of a pregnant daughter's bastard child, her partner's family marshaled their resources to counter that charge and convince the courts, often impugning witnesses and indulging in character assassination along the way. Even ostensibly criminal cases, which theoretically involved only the accused and the crown, often played out as contests between the family of the victim and that of the accused. The resemblance between families and commonwealths was never more striking than when families dealt with the sexual misbehavior of their own members. The police force was made up of the extended family. Court trials resembled nothing so much as international relations in which competing families negotiated with allies and sought to best the families of those sexually involved with their own sons or daughters and, sometimes, servants or slaves---usually by fair means but sometimes by foul.

Robert Hunter's Egypt Under the Khedives, brought back into print in this paperback edition, was a pioneering work when first published in the 1980s, as Western scholars began to comb Egypt's national archives for an understanding of the social and economic history of the country. It is now recognized as one of the fundamental books on nineteenth-century Egypt: it is so archivally based and empirically solid that it forms the starting-point for all research. In a new study, Patricia Morgan shows how tax and benefits policy has undermined family life in Britain and encouraged fraud and dishonesty. The study shows how the tax and benefits systems are particularly harsh on single-earner couples who have to earn over GBP50,000 before there is no loss from declaring their relationship to the authorities. This situation encourages couples not to marry and, if they are living together, to lie to the authorities about their family situation. In 2004/05, the government paid credits and benefits to 200,000 more lone parents than actually live in the UK -- fraud is widespread. The tax and benefits system encourages such fraud. In the most extreme case, a couple can gain nearly GBP10,000 a year by not declaring their relationship. Family life has been discouraged over 25 years by both Conservative and Labour governments. In the Thatcher years, the Conservative government gave lone parents special financial benefits and priority entitlement to council housing. In the Labour years, the state increasingly became the child-care provider. As Patricia Morgan comments, "Under Thatcher, the state became the bread-winner for lone parents; under Brown the state became the child carer. The consequences are obvious -- couples are strongly encouraged not to commit to each other because, by doing so, they will lose out financially. Both Conservative and Labour governments also removed any offsetting compensation in the tax system that had previously helped two-parent families." Government policy penalising two-parent families has had a disastrous economic and social effect. Couples who describe themselves as "closely involved" are twelve times more likely than married couples to split up in the first three years of a childs life. There are also higher levels of worklessness and benefit dependency -- lone parent families receiving an average of 66% of their income in benefits and tax credits. Morgan shows how it is clear from international evidence, examining trends over time and by looking at the behaviour of individuals on different levels of income, that the tax and benefits system has caused the increase in lone parent families. Where there are no incentives for lone parenthood, couples tend to stay together, marry and ensure that they can support their children independently of the state. Individuals and couples respond rationally to the incentives they face -- currently the government is giving families perverse incentives, encouraging them not to form stable family units. Major changes in the tax and benefit system are necessary. Benefits to lone parents could be reduced. Also, the perverse incentives in the benefits system that discourage couples from committing together should be offset by a tax system that recognises families. In particular, families should be allowed to allocate the income of the main earner to non-earners in the family for tax purposes. Reforms to the tax and benefits system should be bolstered by reforms to the "no fault" divorce laws that currently allow a guilty party to walk away from their marriage contract whilst imposing financial penalties on the injured party.
