They had every kind Of confidence in him; they knew that Old Fuss and Fathers would look out for them like a father, and would take them through. His arrival, all in his showy uniform, upon his splendid horse, along the lines, was the signal for cheers and for the bands to strike up Hail to the Chief. At bloody Chapultepec the soldiers crowded around him and even clasped his knees, so fond they were of him. And when he addressed them, tears were in his eyes. General Scott was close to six feet six. Inches in height, and massively built. He was the tallest Offi cer in the army. His left arm was partially useless, by reason of two wounds received in the War of 1812, but in full uniform he made a gallant Sight indeed. He never omitted any detail of the uni form, because he felt that the proper uniform was required for discipline. He brooked no unnecessary Slouchiness among officers and men; he insisted upon regulations and hard drilling, and the troops that he commanded were as fine an army as ever followed the Flag. It was he of whom Major Gaines spoke in a speech made in Boston in 1848: "I have been to New Hampshire. I went there on a pilgrimage. I went there to pay my respects and pour out my gratitude to a New Hampshire man, whom I met in Mexico, or rather who met me; who visited me in my dungeon; who found me 'naked and he clothed me, sick and in prison, and he ministered unto me.' I went there to render him my gratitude for kindness done me in a far-distant laud." The man thus pictured was Noah E. Smith. To him the opportunity came to render extraordinary service to his country - services the importance of which were appreciated probably by but few of those among whom he spent the later and uneventful years of his life. For several years the writer of this was almost daily associated with this grand old gentleman. Our conversation often recurred to his experiences in Mexico, and this sketch is drawn from copious memoranda made at those times with a view of preserving a record too valuable and interesting to be lost - a record which fairly entitles Noah E. There have been fifty-five Mexican Presidents; at one rev olutionary period, four within three months, and to this list must be added two emperors and one regency. Both of the emperors were shot, so were several of the Presidents, and nearly all of the others incurred the penalty of banishment.
