Minority groups are severely underrepresented in the scientific workforce. To encourage minorities to pursue careers in research, a variety of "intervention programs" have been created at the pre-college, college, and graduate school levels. While there is a belief that these programs often achieve their goals, there is relatively little understanding of the factors that contribute to that success. The Division of Minority Opportunities in Research (MORE) at the National Institute of General Medical Sciences of the National Institutes of Health has established a grant program to support research to better understand the factors that contribute to the success of intervention programs. The MORE Division asked the National Academies to organize a workshop focusing on issues addressed by the grant program. This workshop summary presents examples of previous research on intervention programs, describes ways to formulate effective research questions and conduct research to identify the key elements that lead to successful intervention programs, and outlines ways to foster a community of researchers in this area.

In order for the United States to maintain the global leadership and competitiveness in science and technology that are critical to achieving national goals, we must invest in research, encourage innovation, and grow a strong and talented science and technology workforce. For much of America’s history, African Americans were discouraged or aggressively prevented from becoming scientists and engineers. Those who did enter STEM fields found that their inventions and discoveries were often neither recognized nor valued. The effort to understand and combat infectious diseases has, during the centuries, produced many key advances in science and medicine-including the development of vaccines, drugs, and other treatments. A subset of this research is conducted with agents that, like anthrax, not only pose a severe threat to the health of humans, plants, and animals but can also be used for ill-intended purposes. Such agents have been listed by the government as biological select agents and toxins. The 2001 anthrax letter attacks prompted the creation of new regulations aimed at increasing security for research with dangerous pathogens. The outcome of the anthrax letter investigation has raised concern about whether these measures are adequate. Responsible Research with Biological Select Agents and Toxins evaluates both the physical security of select agent laboratories and personnel reliability measures designed to ensure the trustworthiness of those with access to biological select agents and toxins. The book offers a set of guiding principles and recommended changes to minimize security risk and facilitate the productivity of research. The book recommends fostering a culture of trust and responsibility in the laboratory, engaging the community in oversight of the Select Agent Program, and enhancing the operation of the Select Agent Program.

The Louis Stokes Alliances for Minority Participation (LSAMP) program of the US National Science Foundation has been a primary force for raising the success and graduation of minority students in STEM for 30 years. Increasing the number of underrepresented students earning baccalaureate degrees, and entering graduate school in STEM is the goal of LSAMP. This goal has been nearly achieved through the formation of alliances of degree granting institutions of higher learning, varying from community colleges to major research institutions. Currently there are 59 alliances including more than 400 institutions. LSAMP is responsible for more than 650,000 bachelor’s degrees earned by minority students in STEM. The papers for this Research Topic should focus on the use of LSAMP activities, programs and collaborations to develop pathways to success and graduation of STEM majors from minority groups that underrepresented in STEM. These pathways can include any segment from pre-college through graduate school. Areas of special interest include mentoring, research experiences, transitions between levels and novel approaches for retention. The studies should be research based and rigorous. They can be pure research studies, curriculum and design or literature reviews but they must be at a cutting edge level and be subject to detailed review and assessment.
