Throughout history, many governments have introduced policies to unite diverse groups through a shared sense of national identity. However, intergroup relationships at the local level are often slow to develop and confounded by spatial sorting and segregation. We shed new light on the long-run process of nation building using one of history's largest resettlement programs. Between 1979 and 1988, the Transmigration program in Indonesia relocated two million voluntary migrants from the Inner Islands of Java and Bali to the Outer Islands, in an effort to integrate geographically segregated ethnic groups. Migrants could not choose their destinations, and the unprecedented scale of the program created hundreds of new communities with varying degrees of diversity. We exploit this policy-induced variation to identify the nonlinear ways in which diversity shapes incentives to integrate more than a decade after resettlement. Using rich data on language use at home, marriage, and identity choices, we find stronger integration in diverse communities. To understand why changes in diversity did not lead to social anomie or conflict, we identify mechanisms that influence intergroup relationships, including residential segregation, cultural distance, and perceived economic and political competition from migrants. Overall, our findings contribute lessons for the design of resettlement policies and provide a unique lens into the intergenerational process of integration and nation building.

We use a population resettlement program in Indonesia to identify long-run effects of intergroup contact on national integration. In the 1980s, the government relocated two million ethnically diverse migrants into hundreds of new communities. We find greater integration in fractionalized communities with many small groups, as measured by national language use at home, intermarriage, and children's name choices. However, in polarized communities with a few large groups, ethnic attachment increases and integration declines. Residential segregation dampens these effects. Social capital, public goods, and ethnic conflict follow similar patterns. Overall, our findings highlight the importance of localized contact in shaping identity.

Although asserting one’s ethnic identity is not morally wrong, the manner in which one ethnic group construes or relates to the ethnic other(s) can obliterate the bond of togetherness and create the insecurity of life. Ethiopia, which is home to anthropologically diverse ethno-linguistic groups, exhibits a proclivity to ethnic-based hostilities and conflicts. As a result of such hostilities, Ethiopia had suffered recurrent small- and large-scale deaths, and in the last half decade only millions have been internally displaced and live in dire conditions. In dialogue with perspectives from a wide range of disciplines such as history, law, sociology, philosophy, theology, and political thought, this multi-authored book aims at generating Christian moral resources for peaceful multiethnic togetherness. This interdisciplinary engagement is meant to buttress the task of interpreting ethnic diversity and national unity within both contemporary and historical Ethiopia, and articulating a Christian moral response to the crisis of togetherness ensuing from the malpractices of affirming ethnic identity and enacting national unity.
