This open access volume contains 46 selected papers from the symposia organised or co-organised by the International Association of Geodesy (IAG) in the framework of the 28th General Assembly of the International Union of Geodesy and Geophysics (IUGG). The conference was held in Berlin, Germany, from 11 to 20 July under the theme "Together again in the geosciences". It marked a return to face-to-face meetings after the pandemic restrictions. A total of 4,884 participants from 100 countries attended, of whom 607 registered for the IAG. The Assembly featured a total of 3,200 oral presentations and 1,300 poster presentations, of which 661 were related to the IAG.

An Introduction to Universal Artificial Intelligence provides the formal underpinning of what it means for an agent to act intelligently in an unknown environment. First presented in Universal Algorithmic Intelligence (Hutter, 2000), UAI offers a framework in which virtually all AI problems can be formulated, and a theory of how to solve them. UAI unifies ideas from sequential decision theory, Bayesian inference, and algorithmic information theory to construct AIXI, an optimal reinforcement learning agent that learns to act optimally in unknown environments. AIXI is the theoretical gold standard for intelligent behavior. The book covers both the theoretical and practical aspects of UAI. Bayesian updating can be done efficiently with context tree weighting, and planning can be approximated by sampling with Monte Carlo tree search. It provides algorithms for the reader to implement, and experimental results to compare against. These algorithms are used to approximate AIXI. The book ends with a philosophical discussion of Artificial General Intelligence: Can super-intelligent agents even be constructed? Is it inevitable that they will be constructed, and what are the potential consequences? This text is suitable for late undergraduate students. It provides an extensive chapter to fill in the required mathematics, probability, information, and computability theory background.

The analysis and prediction of natural phenomena is an interesting and challenging task. Time series obtained from the observation of one or more features of a phenomenon are often the only access to the data generating system. Unfortunately, time series analysis is usually done by specialists in the field of the phenomenon with traditional analysis techniques. The application of modern analysis and prediction tools is often avoided due to their complexity or the risk of failure. This issue can be surmounted by an interdisciplinary approach. This work is an example for the possible synergetic effect of interdisciplinary research. In the field of oceanography the coastal upwelling phenomenon is analysed in experimental studies with a numerical model in order to develop a parametric prediction model. Artificial neural networks seem to be a suitable parametric model. However, in the field of computer science traditional artificial neural techniques showed limitations in the analysis and prediction of time series obtained from natural phenomena, particularly with nonlinear and nonstationary time series. Motivated by this limitations a new approach to time series analysis and prediction is presented in this work, the mixture of nonparametric segmented experts (MONSE). The MONSE approach is exploiting the synergetic effect of a combined nonparametric and parametric analysis. It is supposed to be applied to explorative time series analysis and prediction in various fields, i.e. in a context where hardly any kowledge about the time series of concern is available.
