The United States Department of Transportation (U.S. DOT) is taking a bold step in dealing with metropolitan area congestion by promoting and funding demonstrations of congestion pricing and other strategies aimed at reducing congestion. The key policy question is the effectiveness of these strategies. An evaluation is designed to answer this question by measuring the benefits, impacts and value of each metropolitan area's approach to congestion reduction. In addition, evaluation of multiple sites will demonstrate how well the strategies perform under different situations. This book addresses congressional interest in how well the Department of Transportation communicated Urban Partnership Agreements (UPA) selection criteria, whether it had discretion to allocate grant funds to UPA recipients and consider congestion pricing as a priority selection factor, and how it is ensuring that UPA award conditions are met and results are assessed. This book reviewed departmental documents, statutes and case law, and interviewed department officials and UPA applicants. This book consists of public documents which have been located, gathered, combined, reformatted, and enhanced with a subject index, selectively edited and bound to provide easy access.

The Twin Cities metropolitan area was selected to participate in a federal transportation initiative called the Urban Partnership program. This required the formation of a multi-agency collaboration of transportation-focused groups in the Twin Cities area. This collaboration - including the external forces affecting it, the internal processes, structures, and competencies that allowed it to operate, and its accountability mechanisms - is the focus of this analysis. Confirming lessons found in the collaboration literature, the Minnesota UPA is a complex assembly of human (individuals and relationships) and non-human (technologies, artifacts, laws, and procedures) elements; therefore, it is not an easy answer to hard problems but a hard answer to hard problems. The research highlights some new findings. Most notably: the role of technology; linkages connecting high-level federal policymaking to local, operational implementation details; emphasis on multiple roles played by sponsors, champions, neutral conveners, process designers, and technical experts; importance of specific competencies; the role of rules and routines as drivers of collaboration; and the importance of spatial and temporal organizational ambidexterity. It is important to note that the work of this collaboration thus far has been virtually invisible to the public, but that will change in the upcoming stages of UPA implementation.

The problems faced by today's public managers are often too large to be solved by a single entity, and require collaboration across government, nonprofit, and business sectors. As new technologies and systematic approaches transform the transportation field, cross-sector collaboration has become an increasingly important policy development and implementation approach. Particularly within the transportation field, an assemblage of technologies is often critical to implementing system-wide strategies aimed at, for example, mitigating traffic congestion. In many cases, designers and implementers of effective transportation policies must combine a variety of technologies with deft relationship building and management. Through the development of comparative case studies of the Urban Partnership Agreement (UPA) initiatives, this research study will complete the examination from start to finish of the Minnesota UPA, and provide additional comparative information from other UPA sites to enhance the certainty of conclusions, and to develop sound lessons for practitioners.

Partnerships In Urban Property Development written by Nigel Dubben and has been published by John Wiley & Sons this book supported file pdf, txt, epub, kindle and other format this book has been release on 2009-06-22 with Business & Economics categories.

This book covers partnerships in the broadest sense, presenting a critical account of the whole range of partnerships in property development. The emphasis is on the relationship between developers and landowners, developers and funders, and the provision of public services through the use of private finance. The authors draw on their own professional experience of running property partnerships and, with carefully researched case studies, present the 'insider' view, making a potentially dry and complex subject accessible and lively. The book moves beyond a theoretical overview and, by illuminating the reality of property partnerships shows for example, exactly how the government is procuring schools, hospitals and roads. This clear and objective analysis sets property partnerships in their economic and political contexts and will be of topical interest to surveyors and developers - in both private practice and local authorities - as well as to funders. Students in surveying, estate management and real estate development will also find this a concise and authoritative guide. Contents 1 The Public and Private Sectors 2 The Property Development Process 3 Partnership Negotiations using Development Appraisal Techniques 4 The Private Finance Initiative 5 Public Private Partnerships: the Urban Experience of Dublin 6 Property Funding Partnerships 7 Development Partnerships and Landowners 8 International Trends and Public Private Partnerships 9 Economic Background and Future Trends

The authors examine the potential of clearly focused NGOs to generate an awareness within and between low-income communities and local governments for new approaches to communication and capacity-building. The broad premise that underpins this book is that a partnership is a relationship based on an agreement to share both benefits and risks.

Public Private Partnerships In Urban Bus Systems written by Alejandro Hoyos Guerrero and has been published by World Bank Publications this book supported file pdf, txt, epub, kindle and other format this book has been release on 2021-06-25 with Business & Economics categories.

Many cities have sought to replicate the urban bus public-private partnership (PPP) structures that succeeded at the beginning of the millennia, such as those implemented in Brazil, Colombia, and Mexico. These cities improved their public transportation systems in the face of rapid urbanization, rising air pollution, and increasing road safety incidents through these PPP interventions. Examining these past international experiences, and others, Public-Private Partnerships in Urban Bus Systems: An Analytical Framework for Project Identification and Preparation first challenges the assumption that PPP structures are always the optimal approach for improving urban bus systems. The authors use relevant case studies to demonstrate that structuring such PPPs in cities in the developing world requires tailor-made interventions that respond to local contexts. The authors identify essential elements for PPP feasibility and invite readers to consider alternative solutions for achieving the desired objectives. This book presents an analytical framework that public transportation practitioners can use to support the process of identifying and preparing appropriate technical, financial, and legal structures to improve urban mobility if a PPP is the preferred solution. It follows a detailed, risk-based approach to thoroughly analyze the challenges that might be experienced by cities that pursue private participation in proposed urban bus interventions. Using specific examples, the authors thoroughly analyze the risks and the specific potential planning-stage challenges likely to be encountered and suggest strategies for practitioners to respond to the local contexts and the various alternative solutions. This study builds upon international experiences, predominantly in Latin America and in PPPs focused on streamlining fleet provision and operation. Finally, the book helps to identify and defi ne bankable project structures that could respond well to local contexts and minimize risks.
