The focus of arms control is changing. It now deals with issues affecting all nations and not just the super powers. A new framework for approaching non-proliferation of weapons of mass destruction and arms control could focus on a two-fold policy initiative. The first policy would be a new strategic "triad" built around conventional capability including rapidly deployable forces, regional ballistic missile defense, and long-range precision-strike capability. The second policy would employ an information strategy using the current diplomatic initiatives that appear to be the most productive, or unilateral and multilateral export controls, military assistance in the form of infrastructure, and confidence building measures. Continued success in arms control requires abandoning Cold War policies. Emerging policies will need to appreciate different world views. Good intelligence will be a key factor in the success of any policy orientation and its implementation. The focus needs to change from arms control involving the superpowers to arms control involving everyone.

Coercion--the use of threatened force to induce an adversary to change its behavior--is a critical function of the U.S. military. U.S. forces have recently fought in the Balkans, the Persian Gulf, and the Horn of Africa to compel recalcitrant regimes and warlords to stop repression, abandon weapons programs, permit humanitarian relief, and otherwise modify their actions. Yet despite its overwhelming military might, the United States often fails to coerce successfully. This report examines the phenomenon of coercion and how air power can contribute to its success. Three factors increase the likelihood of successful coercion: (1) the coercer's ability to raise the costs it imposes while denying the adversary the chance to respond (escalation dominance); (2) an ability to block an adversary's military strategy for victory; and (3) an ability to magnify third-party threats, such as internal instability or the danger posed by another enemy. Domestic political concerns (such as casualty sensitivity) and coalition dynamics often constrain coercive operations and impair the achievement of these conditions. Air power can deliver potent and credible threats that foster the above factors while neutralizing adversary countercoercive moves. When the favorable factors are absent, however, air power--or any other military instrument--will probably fail to coerce. Policymakers' use of coercive air power under inauspicious conditions diminishes the chances of using it elsewhere when the prospects of success would be greater.

Since the early 1960s, the U.S. strategic nuclear posture has been composed of a triad of nuclear-certified long-range bombers, intercontinental ballistic missiles, and submarine-launched ballistic missiles. Since the early 1970s, U.S. nuclear forces have been subject to strategic arms control agreements. The large numbers and diversified nature of the U.S. nonstrategic (tactical) nuclear forces, which cannot be ignored as part of the overall nuclear deterrent, have decreased substantially since the Cold War. While there is domestic consensus today on the need to maintain an effective deterrent, there is no consensus on precisely what that requires, especially in a changing geopolitical environment and with continued reductions in nuclear arms. This places a premium on having the best possible analytic tools, methods, and approaches for understanding how nuclear deterrence and assurance work, how they might fail, and how failure can be averted by U.S. nuclear forces. U.S. Air Force Strategic Deterrence Analytic Capabilities identifies the broad analytic issues and factors that must be considered in seeking nuclear deterrence of adversaries and assurance of allies in the 21st century. This report describes and assesses tools, methods - including behavioral science-based methods - and approaches for improving the understanding of how nuclear deterrence and assurance work or may fail in the 21st century and the extent to which such failures might be averted or mitigated by the proper choice of nuclear systems, technological capabilities, postures, and concepts of operation of American nuclear forces. The report recommends criteria and a framework for validating the tools, methods, and approaches and for identifying those most promising for Air Force usage.

Air power doctrine is comprised of both a formal literature such as the Army's Field Manual lO0-2O, Command and Employment of Air Power (published during World War II), or today's Air Force Manual 1-1, Basic Aerospace Doctrine of the United States Air Force, and an informal and uncodified set of doctrinal perceptions that, although they are not in the official literature, affect the way our military forces do business. This second category, the unofficial doctrine, represents a sort of corporate consensus of "how we really do business" and is generally based on a combination of "real world" observations and political necessity. This study addressed just such an unofficial doctrine. A persistent legacy of the World War II era of strategic bombardment and the postwar requirement for nuclear deterrence is the association of long-range combat aircraft (bombers) with the strategic nuclear mission and, conversely, the assumption that the far more likely nonnuclear conflicts will be handled by the "tactical" elements of our aerospace forces, our fighters. This study offers a serious alternative to this "aerospace folklore." The proposals put forth here are based on the indivisible air power concept which suggests that strategic and tactical classifications are purely transitory and depend on how a weapon is used, not on its size, speed, range, payload, employment medium (space or air), or service or command affiliation. The doctrinal framework presented in this study, if applied to all our aerospace systems, should result in a far more flexible aerospace force structure, one that gets the most from our increasingly expensive and limited assets. More important, it should improve our ability to rapidly respond to global crisis and conflict and to apply the appropriate level of force at the right place and the right time.

Changes in the 21st century security environment require new analytic approaches to support strategic deterrence. Because current adversaries may be deterred from the use of nuclear weapons differently than were Cold War adversaries, the Air Force needs an analytic process and tools that can help determine those Air Force capabilities that will successfully deter or defeat these new nuclear-armed adversaries and assure U.S. allies. While some analytic tools are available, a coherent approach for their use in developing strategy and policy appears to be lacking. Without a coherent analytic approach that addresses the nuances of today's security environment, Air Force views of its strategic deterrence needs may not be understood or accepted by the appropriate decision makers. A coherent approach will support Air Force decisions about its strategic force priorities and needs, deter actual or potential adversaries, and assure U.S. allies. In this context, the Air Force in 2012 requested that the Air Force Studies Board of the National Research Council undertake a workshop to bring together national experts to discuss current challenges relating strategic deterrence and potential new tools and methods that the Air Force might leverage in its strategic deterrence mission. The workshop consisted of two 3-day sessions held in Washington, DC on September 26-28, 2012 and January 29-31, 2013 and was attended by a very diverse set of participants with expertise in strategic deterrence and a range of analytic tools of potential interest to the Air Force. The U.S. has long suffered from a serious strategy deficit. In short, there is a general crisis of strategic comprehension, a lack of agreement on the most effective organizing ideas. Airpower is by no means lonely in suffering from strategic theoretical uncertainty. The study argues that the United States needs a theory of war and warfare. It claims that future warfare will be diverse and that the tactical, operational, and strategic value of airpower must always be situational. A coherent theory of employment for all of airpower's capabilities, not only the kinetic, is needed. Airpower's potential utility lies within a spectrum of possibilities and is dependent on context.
