Using panel data from the 2010 Graduates Occupational Mobility Survey, this paper estimates the incidence and impact of horizontal and vertical mismatches on labour mobility among Korean female college graduates at the early stages of their careers. Unlike most previous studies, this study proposes three types of educational mismatch status: (1) vertically mismatched only; (2) horizontally mismatched only; and (3) both vertically and horizontally mismatched. The findings show that the share of educationally mismatched workers is non-negligible in the Korean labour market (approximately 30)per)cent). However, the data also points to an improvement in job matching over time. Regardless of the type of educational mismatch, the results provide evidence consistent with many previous studies: educational mismatch is significantly and positively associated with job turnover. In particular, vertically and horizontally mismatched workers are more likely to switch jobs than their vertically or horizontally mismatched counterparts. These findings indicate that educationally mismatched graduates are more likely to change jobs--suggesting that educational mismatch can be viewed as an investment in human capital at the beginning of a career.

Work-related learning can be broadly seen to be concerned with all forms of education and training closely related to the daily work of (new) employees, and is increasingly playing a central role in the lives of individuals, groups or teams and the agenda’s of organizations. However, as this area of study becomes more prominent, debates have opened about the nature of the field, as well as about its configurations and effects. For example, some authors have a broad definition of WRL and define it as learning for work, at work and through work, ranging from formal, through semi-structured to informal learning. Others prefer to use the concept of WRL mainly in connection to informal, incidental learning processes during work, leading to competent workplace learners. Higher education policy has increasingly gained a European dimension, with its own distinct influence over national education policies. Against this background, a major project was launched, the REFLEX project, which aims to make a contribution to assessing the demands that the modern knowledge society places on higher education graduates, and the degree to which higher education institutions in Europe are up to the task of equipping graduates with the competencies needed to meet these demands. The project also looks at how the demands, and graduates’ ability to realise them, is influenced by the way in which work is organised in firms and organisations. The REFLEX project has been carried out in sixteen different countries and consisted of a large scale survey among some 70.000 graduates. "Several interdisciplinary studies highlight imperfect information as a possible explanation of skill mismatches, which in turn has implications for unemployment and informality rates. Despite information failures and their consequences, countries like Colombia (where informality and unemployment rates are high) lack a proper labour market information system to identify skill mismatches and employer skill requirements. One reason for this absence is the cost of collecting labour market data. Recently, the potential use of online job portals as a source of labour market information has gained the attention of researchers and policymakers, since these portals can provide quick and relatively low-cost data collection. As such, these portals could be of use for Colombia. However, debates continue about the efficacy of this use, particularly concerning the robustness of the collected data. This book implements a novel mixed-methods approach (such as web scraping, text mining, machine learning, etc.) to investigate to what extent a web-based model of skill mismatches can be developed for Colombia. The main contribution of this book is demonstrating that, with the proper techniques, job portals can be a robust source of labour market information. In doing so, it also contributes to current knowledge by developing a conceptual and methodological approach to identify skills, occupations, and skill mismatches using online job advertisements, which would otherwise be too complex to be collected and analysed via other means. By applying this novel methodology, this study provides new empirical data on the extent and nature of skill mismatches in Colombia for a considerable set of non-agricultural occupations in the urban and formal economy. Moreover, this information can be used as a complement to household surveys to monitor potential skill shortages. Thus, the findings are useful for policymakers, statisticians, and education and training providers, among others."
