As computer systems evolve, the volume of data to be processed increases significantly, either as a consequence of the expanding amount of available information, or due to the possibility of performing highly complex operations that were not feasible in the past. Nevertheless, tasks that depend on the manipulation of large amounts of information are still performed at large computational cost, i.e., either the processing time will be large, or they will require intensive use of computer resources. In this scenario, the efficient use of available computational resources is paramount, and creates a demand for systems that can optimize the use of resources in relation to the amount of data to be processed. This problem becomes increasingly critical when the volume of information to be processed is variable, i.e., there is a seasonal variation of demand. Such demand variations are caused by a variety of factors, such as an unanticipated burst of client requests, a time-critical simulation, or high volumes of simultaneous video uploads, e.g. as a consequence of a public contest. In these cases, there are moments when the demand is very low (resources are almost idle) while, conversely, at other moments, the processing demand exceeds the resources capacity. Moreover, from an economical perspective, seasonal demands do not justify a massive investment in infrastructure, just to provide enough computing power for peak situations. In this light, the ability to build adaptive systems, capable of using on demand resources provided by Cloud Computing infrastructures is very attractive.

The advances of personal computing devices and the prevalence of high-speed Internet access have pushed video streaming services into a new era. One of its representative examples is crowdsourced livecast services where numerous amateur broadcasters lively stream their video contents to viewers around the world. For video service providers, processing these multimedia contents is inherently resource-intensive, time-consuming, and consequently expensive. The demand for low latency to guarantee interactivity in these emerging services further challenges the prevalent cloud-based solutions. In this thesis, we start by revealing the potentials of offering cost-effective low-latency video services both at the cloud and the edge side through analyzing the traces collected from real-world applications. We then examine the feasibility of an instance subletting service at the cloud side, where idle cloud resources can be traded. The performance of such a service is examined from both theoretical and practical perspectives. To satisfy the low-latency requirement in the emerging interaction-rich video services, we propose a crowd transcoding solution, which fully relies on powerful users to finish transcoding. To further improve the stability of such a distributed computing system, we then propose a cloud-crowd collaborative solution, which combines redundant end viewers with the cloud to perform video processing tasks cost-effectively. Novel probabilistic auction mechanisms are designed to facilitate this solution with desirable economic properties guaranteed.

With the widespread use of mobile devices with built in cameras, the number of captured videos has increased. Videos are a rich source of information, and they may be collected and processed for various reasons. Even though mobile devices are becoming more powerful, video processing still remains a resource hungry process that drains a mobile devices power and takes a relatively long time to perform locally. Given a network that consist of mobile devices and more powerful video clouds, mobile devices can offload videos to the clouds for faster processing. We aim to minimize the query response time of performing action detection on videos stored across the network, which is an NP-hard problem. We first study the effect of video parameters on QoI. Then we develop two heuristics to solve the problem. The first algorithm is a distributed algorithm, where each mobile device has to make a decision whether to offload a video or process it locally based on its limited knowledge of the network. The other solution is a centralized algorithm where each video cloud appropriately schedules mobile device to offload videos to it. Based on our simulation results both algorithms perform better than the baseline algorithm, and the centralized algorithm is close to the optimal solution.
