Uscire dall'euro è complesso e rischioso. Ma è un’eventualità che deve essere presa in considerazione. Potrebbe essere l’unico modo per riaccendere la speranza di un vero rilancio dell'occupazione e della crescita. Soprattutto, per evitare che la prossima crisi finanziaria internazionale ci faccia ricadere in una nuova lunga recessione. Se fosse possibile tornare indietro nel tempo l’Italia avrebbe scelto di entrare nell’euro? Forse no. Ma con il senno di poi è facile decidere. La crisi finanziaria e poi la peggiore recessione dal dopoguerra hanno messo a nudo i limiti di fondo della moneta unica: quando le cose vanno male, Paesi troppo diversi tra loro non possono condividere la politica monetaria e fiscale e ciò che era nato per unire finisce per dividere. Stiamo lottando per ritornare su un sentiero di crescita stabile, ma non basta per rendere sostenibile il debito pubblico e fare ripartire l’occupazione. Uscire dall’euro potrebbe essere l’unico modo per cambiare rapidamente le cose. Bello ma impossibile? Troppo rischioso? L’euro è una trappola dalla quale non si può uscire? Non è così. L’uscita è una mossa pericolosa e complicata, ma non impossibile. Questo libro analizza e discute, con rigore e chiarezza, interventi di vario tipo, sui depositi bancari, sul debito pubblico e privato e sul bilancio della Banca centrale che, se ben gestiti e ben comunicati al pubblico, agli investitori e agli altri Paesi europei, potrebbero portare a un'uscita senza strappi e senza catastrofi finanziarie. Meglio pensarci quando ci sono segnali di ripresa. Se dovessimo affrontare la prossima crisi finanziaria a “mani nude”, senza il controllo della politica monetaria e fiscale, potremmo rivivere l’incubo di una nuova lunga recessione e un’uscita affrettata sarebbe catastrofica. Giovanni Siciliano (Bari, 1966), è laureato in Economia all’Università L. Bocconi dove ha conseguito un master in Economia internazionale. Si è occupato per quasi trent’anni di studi e analisi sui mercati e sulla regolamentazione finanziaria. Dopo una breve esperienza in una grande multinazionale americana, ha lavorato in Banca d’Italia e in Consob, dove è attualmente responsabile della Divisone studi. Ha insegnato Finanza aziendale all’Università Cattolica del Sacro Cuore e ha pubblicato numerosi articoli scientifici e monografie in materia di economia finanziaria. Ha partecipato a gruppi di lavoro presso organismi internazionali (Ocse, Iosco ed Esma) che si occupano di studi e analisi sui mercati finanziari.
