In the months leading up to the 1997 Singapore General Election, many observers were already billing it in terms of a "watershed" election that would chart the course of Singapore politics well into the 21st century. The ruling People's Action Party had seen its popular vote slide in the previous three successive elections and was determined to stem, if not decisively reverse, that slide. On the other hand, the opposition parties were determined to hand the ruling party a fourth successive reduction in its vote and, through that, establish a long-term trend in decline in support for the PAP. The outcome of the election, which was bitterly fought, will indeed have major implications for Singapore politics well into the new millennium. This book analyses the significant aspects of the election campaign, provides a host of interpretations for the election results, sets out alternative explanations to certain political phenomena given by other observers, and details some of the key implications the outcome of the elections will have for the Singapore body politic, in particular, and society at large, in general.

In non-democratic regimes around the world, non-state organizations provide millions of citizens with medical care, schooling, childrearing, and other critical social services. Why would any authoritarian countenance this type of activism? Under what conditions does the private provision of social services generate political mobilization? And in those cases, what linkage does the provision of social services forge between the provider and recipient? In Winning Hearts and Votes, Steven Brooke argues that authoritarians often seek to manage moments of economic crisis by offloading social welfare responsibilities to non-state providers. But providers who serve poorer citizens, motivated by either charity of clientelism, will be constrained in their ability to mobilize voters because the poor depend on the state for many different goods. Organizations that serve paying customers, in contrast, may produce high quality, consistent, and effective services. This type of provision generates powerful, reputation-based linkages with a middle-class constituency more likely to support the provider on election day. Brooke backs up his novel argument with an in-depth examination of the Egyptian Muslim Brotherhood, the archetypal organization that combines social service provision with electoral success. With a fascinating array of historical, qualitative, spatial, and experimental data he traces the Brotherhood’s provision of medical services from its origins in the 1970s, through its maturation under the authoritarian regime of Hosni Mubarak, to its apogee during the country’s brief democratic interlude, 2011–2013. In addition to generating new insights into authoritarian regimes, party-voter linkages and clientelism, and the relationship between political parties and social movements, Winning Hearts and Votes details the history, operations, and political effects of the Muslim Brotherhood’s much discussed but little understood social service network.

Donald Trump won a significant victory in Iowa in 2016. Although Iowa was carried by Barack Obama in 2008 and 2012, Trump won the popular vote in 93 of its 99 counties, 32 of which were carried by Obama in 2012. What explains this significant victory, in which a third of Iowa’s counties were flipped? Through a mixed-methods approach, this volume demonstrates that Trump’s electoral victory was shaped by three key factors: firstly, the electorate’s desire for “change” in Washington, D.C.; secondly, Trump’s successful appeals to both the Republican base and white, working-class voters who had previously supported Barack Obama; and thirdly, Iowa’s conservative ideological tendency regarding immigration and race. Most research on two-party elections has considered the outcome as a single, dichotomous event: either one or the other party wins. In this groundbreaking book, James Fowler and Oleg Smirnov investigate not just who wins, but by how much, and they marshal compelling evidence that mandates-in the form of margin of victory-matter. Using theoretical models, computer simulation, carefully designed experiments, and empirical data, the authors show that after an election the policy positions of both parties move in the direction preferred by the winning party-and they move even more if the victory is large. In addition, Fowler and Smirnov not only show that the divergence between the policy positions of the parties is greatest when the previous election was close, but also that policy positions are further influenced by electoral volatility and ideological polarization. This pioneering book will be of particular interest to political scientists, game theoreticians, and other scholars who study voting behavior and its short-term and long-range effects on public policy.
