Climate change is causing growing variability and uncertainty in rainfall in Africa. Since the continent's food production systems are dominantly rain-fed, these changes are putting food security at even higher risk. In order to reduce this dependency, institutional reforms in the agricultural water sectors have become a priority in research and policy. In this report, Atakilte Beyene, senior researcher at the Nordic Africa Institute, together with twelve researchers based in Africa, studies current agricultural water reforms in Kenya, Tanzania, Uganda, and other East African countries. The report consists of four case studies and an introductory section. The first case study evaluates the performance of community participation in water resources governance in the Mount Kenya Region. It uncovers the implication of a ban on traditional institutions on water security at a catchment level. The second case analyses the prospects of introducing pro-poor water schemes in conditions where climate change and water inequality are already challenges. It identifies incentive mechanisms that enhance more efficient distribution and utilization of water resources. The third case examines impacts of competitive and intensive farming strategies, especially irrigation schemes, on water demands. The final case study explores how advances in information and communication technologies improve water-use management systems across organizational and geographic scales.

This report is a component of the Research Program on Climate Change, Agriculture, and Food Security (CCAFS)–-funded project “Impacts of Climate Extremes on Future Water and Food Security in South Asia and East Africa.” The goal of the project was to characterize extreme drought events, to improve on a methodology to assess the probability of these events in the future under climate change, to illustrate their impacts, and to provide suggestions on coping strategies. The present report sets the stage for the overall project by undertaking a review of the causes of vulnerability to drought in East Africa and the western Indo-Gangetic Plain (IGP) of South Asia, and discussing the options to increase resilience to drought in the agricultural sector. Agriculture is a high-risk endeavor in both regions, due to a combination of recurrent droughts—which may intensify due to climate change—poor soil fertility, and a host of constraints faced by farmers, especially low access to input and output markets. These factors, combined with farmers’ high aversion to risk, stifle investments in agriculture, resulting in continuous underachieving production, low income, and persisting poverty.

The importance of watercourses to human life and development cannot be overemphasised. From communication, trade, agriculture and the location of human settlements, they have played an immeasurable role. Almost 60% of Africa lies within shared rivers and lake basins. The Nile is shared by more than seven nations, the Zambezi by six, and the Congo by nine. With populations on the rise, many countries have been labeled 'water scarce' nations, and in fifteen years it is predicted that many people on earth will be exposed to water shortage consequences such as famine and disease. Thirteen African nations already suffer 'water stress' and soon another twelve will join the list unless something is done to thwart the problem. On March 20, 2009 in Nairobi, Hekima College collaborated with Jesuit Hakimani Centre and the French Institute for Research in Africa (IFRA) to host the Hekima College Water Day Academic Seminar with the theme 'Shared Waters, Shared Opportunities'. This book is the result of critical research and presentations by internationally renowned scholars, researchers and experts, and students of the Institute of Peace Studies and International Relations, Hekima College. For most of 2009 Kenya suffered severe problems caused by flooding which took many lives and destroyed homes and important infrastructures. It highlighted the issues of water management and water conflicts, not only in Kenya but in other parts of East Africa, as it was made abundantly clear that not only scarcity of water, but excess water, incorrectly managed, can be disastrous. The Arab region needs a new generation of policies and investments in agricultural water. Agricultural water management has always posed challenges and opportunities in the Arab world. However, unprecedented and accelerating drivers such as climate change, population growth, and land degradation make agricultural water management a more urgent priority than ever before. In addition, as part of the 2030 UN Agenda for Sustainable Development, Arab countries have committed to work towards an ambitious set of development targets, the Sustainable Development Goals (SDGs). Unless the right policies and investments are put in place, it will be difficult to achieve the SDGs, including ending hunger and providing clean water and sanitation for all. This paper is part of an ongoing collaboration between the Food and Agriculture Organization of the United Nations (FAO) and the International Water Management Institute to foster dialogue on agricultural water policies and investments in the context of the FAO led Regional Water Scarcity initiative.
