This book is the first of several with the results of a collaborative European project supported by the European Science Foundation on changes in the academic profession in Europe (EUROAC). It provides a short description of the ESF EUROHESC programme and the particular forms of international collaborative research projects which are funded under the umbrella of this programme. It then outlines the EUROAC project. This project has chosen three foci (governance, professionalisation, academic careers) to analyse changes in the work of the academic profession. This book investigates the intensifying struggle for excellence between universities in a globalized academic field. The rise of the entrepreneurial university and academic capitalism are superimposing themselves on the competition of scientists for progress of knowledge and recognition by the scientific community. The result is a sharpening institutional stratification of the field. This stratification is produced and continuously reproduced by the intensified struggle for funds with the shrinking of block grants and the growing significance of competitive funding, as well as the increasing impact of international and national rankings on academic research and teaching. The increased allocation of funds on the basis of performance leads to overinvestment of resources at the small top and underinvestment for the broad mass of universities in the middle and lower ranks. There is a curvilinear inverted u-shaped relationship of investments and returns in terms of knowledge production. Paradoxically, the intrusion of the economic logic and measures of managerial controlling into the academic field imply increasing inefficiency in the allocation of resources to universities. The top institutions suffer from overinvestment, the rank-and-file institutions from underinvestment. The economic inefficiency is accompanied by a shrinking potential for renewal and open knowledge evolution.

This book discusses how teaching and research have been weighted differently in academia in 18 countries and one region, Hong Kong SAR, based on an international comparative study entitled the Changing Academic Profession (CAP). It addresses these issues using empirical evidence, the CAP data. Specifically, the focus is on how teaching and research are defined in each higher education system, how teaching and research are preferred and conducted by academics, and how academics are rewarded by their institution. Since the establishment of Berlin University in 1810, there has been controversy on teaching and research as the primary functions of universities and academics. The controversy increased when Johns Hopkins University was established in 1876 with only graduate programs, and more recently with the release of the Carnegie Foundation report Scholarship Reconsidered by Ernest L. Boyer in 1990. Since the publication of Scholarship Reconsidered in 1990, higher education scholars and policymakers began to pay attention to the details of teaching and research activities, a kind of ‘black box’ because only individual academics know how they conduct teaching and research in their own contexts.

Editors’ Foreword The fundamental changes currently taking place in the national and international science landscapes can no longer be overlooked. Within those changes, reforms do not go ‘as planned’ but, as is always the case with processes of rationali- tion, have a series of unintended effects. At the same time it becomes incre- ingly clear who in this process are the winners and who are the losers, although this is still subject to fluctuation and change. This can be illustrated by two - amples from current events: Where the range of taught courses is concerned, as part of the Bologna Process the new structuring of student study paths and their organisation is aimed at unifying the European area of science to ensure a study that is equally permissive and efficient. However, it is to be deplored that the mobility of s- dents has become more restricted because of an increasing specialisation in the available study paths. Also, bachelor degrees do not meet with the anticipated high response from the labour market in all countries, so that the master’s degree is becoming more or less a ‘must’, while at the same time the number of study places on master’s courses is limited. Instead of the intended reduction in the duration of study time in comparison to the previous German ‘Magister’ and ‘Diplom’, rather a prolongation in the duration of studies has been recorded.

This volume explores the various issues that have an impact on the academic career of professionals in European higher education. Higher Education Institutions (HEIs) are currently subject to profound uncertainties and are more challenged than ever on quality issues, both with regard to their conceptual nature and in the extension and amendment of their mission. Divided into three parts, the first part of the book deals with the challenges and issues in higher education academic careers. It addresses such topics as the influence of European policies and changes, the cultural differences in the preferences of academics for teaching or research, the increasing inequality in working conditions for academics, and the changing nature of academic strategy in the transformational world of higher education with its implications for academic structures, work and careers. The second part of the book analyses the findings of a national study on satisfaction of academics in Portuguese higher education, carried out at the Centre for Research on Higher Education Policies (CIPES). The third part offers a comparative analysis of a number of national European case studies, focusing on the changing relevance of and increasing expectations around academic careers. The concluding chapter discusses whether the academic profession is merely an artificial term that has to do with a heterogeneous range of occupations, or if there are important common elements of the academic profession across European Higher Education systems.
