High economic growth and relatively equitable distribution were among the most conspicuous characteristics of the postwar Japanese political economy. The lure of the Japanese model, however, has faded since the 1990s. Growth is in short supply and equality a thing of the past. In Welfare through Work, Mari Miura looks in depth at Japan's social protection system as a factor in the contemporary malaise of the Japanese political economy. The Japanese social protection system should be understood as a system of "welfare through work," Miura suggests, because employment protection has functionally substituted for income maintenance. A gendered dual system in the labor market allowed a high degree of labor market flexibility, which enabled Japan to achieve high employment rates as well as strong legal protections for regular workers. In recent years, conservatives gradually replaced the productivism and cooperatism that had resulted from earlier party politics with neoliberalism, which, in turn, hampered the effectiveness of the welfare through work system. In Miura's view, the dynamics of partisan competition fostered ideational renewal, just as the political visions and ideologies of the governing party strongly affected the design of the social protection system. In the scenario Miura describes, the partisan dynamics since the 1990s resulted in the policy change that further undermined the social protection system, and the ensuing disruption has been felt throughout Japan.

The Nobel Prize-winning economist Robert Solow directs his attention here to one of today's most controversial social issues: how to get people off welfare and into jobs. With characteristic eloquence, wit, and rigor, Solow condemns the welfare reforms recently passed by Congress and President Clinton for confronting welfare recipients with an unworkable choice--finding work in the current labor market or losing benefits. He argues that the only practical and fair way to move recipients to work is, in contrast, through an ambitious plan to guarantee that every able-bodied citizen has access to a job. Solow contends that the demand implicit in the 1996 Welfare Reform Act for welfare recipients to find work in the existing labor market has two crucial flaws. First, the labor market would not easily make room for a huge influx of unskilled, inexperienced workers. Second, the normal market adjustment to that influx would drive down earnings for those already in low-wage jobs. Solow concludes that it is legitimate to want welfare recipients to work, but not to want them to live at a miserable standard or to benefit at the expense of the working poor, especially since children are often the first to suffer. Instead, he writes, we should create new demand for unskilled labor through public-service employment and incentives to the private sector--in effect, fair "workfare." Solow presents widely ignored evidence that recipients themselves would welcome the chance to work. But he also points out that practical, morally defensible workfare would be extremely expensive--a problem that politicians who support the idea blithely fail to admit. Throughout, Solow places debate over welfare reform in the context of a struggle to balance competing social values, in particular self-reliance and altruism. The book originated in Solow's 1997 Tanner Lectures on Human Values at Princeton University. It includes reactions from the distinguished scholars Gertrude Himmelfarb, Anthony Lewis, Glenn Loury, and John Roemer, who expand on and take issue with Solow's arguments. Work and Welfare is a powerful contribution to debate about welfare reform and a penetrating look at the values that shape its course.

Welfare-to-work or activation policies refer to programmes aimed at promoting the employability, labour-market and social participation of benefit recipients of working age. Frontline workers delivering these policies are conceived of as policy implementers, as policy makers, and as actors mediating politics in an arena where conflicting interests are at stake. Frontline work plays a crucial role in determining what welfare-to-work practically means and how it affects the lives of the people it targets. This title was first published in 2000: Over the past decade the welfare state has come under sustained attack not only from quarters which never approved of its policies, but also from political theorists who used to support it. With the collapse of communism, the policy of comprehensive welfare provision came under renewed scrutiny. It was argued that its impact on work incentives is most detrimental. Examining in detail current unemployment debates within Western welfare states, this book seeks to verify or refute the view that non-work is increasingly chosen by work shy individuals - the 'pathological' theory of unemployment. Drawing from a range of disciplinary perspectives - from social philosophy and the history of philosophy, to occupational psychology and feminist economics - this interdisciplinary analysis reveals that the "pathological" theory of unemployment, with its reliance on a deficient depiction of human nature and its disregard of non-pecuniary work incentives and empirical evidence on benefit fraud, cannot be upheld. Schroeder presents an alternative explanation for the phenomenon of widespread Western unemployment through new insights into an 'external barrier' theory of unemployment, namely technological displacement combined with a refusal to return to a two-tiered Victorian society. By effectively combining empirical data with philosophical deliberations, the book provides an important contribution to the welfare state debate.
