Der Welthunger-Index (WHI) 2016 zeigt, dass der Hungerwert in den Entwicklungsländern insgesamt um 29 Prozent gesunken ist. Die Fortschritte sind jedoch nicht überall gleich groß; zwischen Regionen, Ländern und innerhalb von Ländern gibt es erhebliche Unterschiede. Um das zweite Ziel für nachhaltige Entwicklung (SDG 2) zu erreichen, nämlich eine Welt ohne Hunger, in der niemand zurückgelassen wird, müssen diejenigen Regionen, Länder und Bevölkerungsgruppen identifiziert werden, die am stärksten von Hunger und Unterernährung betroffen sind, um die Entwicklung insbesondere dort zu beschleunigen. Die WHI-Werte der Regionen und Länder variieren stark. Die Regionen mit den höchsten WHI-Werten – und damit den eklatantesten Hungersituationen – sind weiterhin Afrika südlich der Sahara und Südasien. Auch wenn die WHI-Werte dieser beiden Regionen im Laufe der Zeit zurückgingen, so liegen die aktuellen Ergebnisse noch immer am oberen Ende der Schweregradkategorie „ernst“ und damit näher an der Kategorie „sehr ernst“ als an der Klassifikation „mäßig“. In Afrika südlich der Sahara konnte zwar in absoluten Zahlen die größte Verbesserung seit dem Jahr 2000 erreicht werden, und auch in Südasien konnte der Hunger wesentlich reduziert werden, doch müssen die Verbesserungen auf dem Weg zum Ziel „Zero Hunger“ in beiden Regionen beschleunigt werden.

The 2016 Global Hunger Index (GHI) presents a multidimensional measure of national, regional, and global hunger, focusing on how the world can get to Zero Hunger by 2030. The developing world has made substantial progress in reducing hunger since 2000. The 2016 GHI shows that the level of hunger in developing countries as a group has fallen by 29 percent. Yet this progress has been uneven, and great disparities in hunger continue to exist at the regional, national, and subnational levels. Levels of hunger are still serious or alarming in 50 countries. The highest hunger levels are still found in Africa south of the Sahara and South Asia. Although GHI scores for these two regions have declined over time, the current levels remain close to the alarming category. Africa south of the Sahara has achieved the largest absolute improvement since 2000 and South Asia has also seen a sizable reduction—but the decline in hunger must accelerate in these regions if the world is to achieve Zero Hunger by 2030. The 2016 report, with an essay from United Nations Special Adviser David Nabarro, hails the new paradigm of international development proposed in the United Nations’ 2030 Agenda for Sustainable Development, which envisages Zero Hunger by 2030, as one goal among 17, in a holistic, integrated, and transformative plan for the world. To get to Zero Hunger while leaving no one behind, the 2016 GHI highlights the importance of identifying the regions, countries, and populations that are most vulnerable to hunger and undernutrition so progress can be accelerated there.

Nur in 43 Ländern sind die Werte „niedrig“. 9 der 13 Länder, für die nicht ausreichend Daten vorliegen, um den WHI 2017 zu berechnen, geben nach wie vor Anlass zur Besorgnis. Um die verschiedenen Dimensionen des Hungers zu erfassen, basiert der WHI auf vier Indikatoren: Unterernährung, Auszehrung bei Kindern, Wachstumsverzögerung bei Kindern und Kindersterblichkeit. Die erwähnte Verbesserung um 27 Prozent gibt die Fortschritte wieder, welche die Länder mit WHI-Werten laut aktueller Daten von 2012 bis 2016 in Bezug auf jeden dieser Indikatoren gemacht haben.

The 2017 Global Hunger Index (GHI) shows long-term progress in reducing hunger in the world. The advances have been uneven, however, with millions of people still experiencing chronic hunger and many places suffering acute food crises and even famine. According to 2017 GHI scores, the level of hunger in the world has decreased by 27 percent from the 2000 level. Of the 119 countries assessed in this year’s report, one falls in the extremely alarming range on the GHI Severity Scale; 7 fall in the alarming range; 44 in the serious range; and 24 in the moderate range. Only 43 countries have scores in the low range. In addition, 9 of the 13 countries that lack sufficient data for calculating 2017 GHI scores still raise significant concern, including Somalia, South Sudan, and Syria. To capture the multidimensional nature of hunger, GHI scores are based on four component indicators—undernourishment, child wasting, child stunting, and child mortality. The 27 percent improvement noted above reflects progress in each of these indicators according to the latest data from 2012–2016 for countries in the GHI.

In 2015, an unprecedented number of people from Africa and the Near East took flight and sought refuge in Europe. By the end of that year, some 1.8 million migrants had arrived in the EU, the vast majority having come across the Mediterranean. Since then, despite measures to host some of the people fleeing the Syrian war in Turkey and concurrent attempts to physically seal off some borders in Eastern Europe, the numbers of refugees traveling to Europe has continued to top half a million annually. A mass migration on a scale not witnessed in modern times is underway, and it has presented Europe with its greatest challenge of the twenty-first century. Asfa-Wossen Asserate argues here that building higher fences or finding more effective methods of integration will only, in the long term, perpetuate rather than solve the problems associated with these large numbers of displaced refugees. We need to realize that we are only treating the symptoms of an oncoming catastrophe and that, if we are to respond to mass migration, we will ultimately have to understand its causes. African Exodus places its emphasis firmly on the causes of the refugee crisis, which are to be found not least in Europe itself, and charts ways in which we might deal with it effectively in the long term. In the course of this analysis, Asserate asks why our view of Africa—a troubled continent, but rich in so many ways—is so distorted. How can we combat the corrupt, authoritarian regimes that stymie progress and development? Why are millions fleeing to Europe? How is the EU complicit in the migration crisis? The 2016 Global Hunger Index Africa Edition is produced by the International Food Policy Research Institute (IFPRI), Concern Worldwide, and Welthungerhilfe in conjunction with NEPAD. The GHI Africa Edition is based on data taken from the 2016 Global Hunger Index. IFPRI has calculated the Global Hunger Index, a multidimensional measure of global hunger, for the past eleven years. The series tracks the state of hunger across the globe and spotlights those regions and countries where action to address hunger is most urgently needed. The GHI Africa Edition shows that although progress between countries varies, the level of hunger in all countries across the continent of Africa, for which GHI scores could be calculated, has declined since 2000. Despite this progress, the level of hunger in many countries remains unacceptably high. Of the 42 countries in Africa for which GHI scores could be calculated in this report, only three countries have scores that fall into the “low” hunger category, while 28 fall into the “serious” category and five countries have 2016 scores in the “alarming” category. It is clear that governments must now follow through on their promises with political will and commitment to action that is both strong and sustained. The root causes of hunger are complex and require multi-sectoral and multilevel collaboration. The role of national governments in achieving these goals by significantly enhancing the quality of implementation is also clear. Yet Zero Hunger can only be achieved when governments measure progress and are accountable to citizens, which requires capacities to collect and analyze data, combined with open and comprehensive review and dialogue processes. The biennial review process established under Malabo and the support to inclusive Joint Sector Review (JSR) processes under CAADP are critical building blocks in this regard.

Trotz dieser Fortschritte ist der Hunger in der Welt weiterhin als „ernst“ einzustufen: Nach Schätzungen der Ernährungs- und Landwirtschaftsorganisation der Vereinten Nationen (Food and Agriculture Organization, FAO) hungern weltweit immer noch 805 Millionen Menschen. Der weltweite Durchschnittswert verdeckt dramatische Unterschiede zwischen Regionen und Ländern. Regional finden sich die höchsten WHI-Werte und damit das größte Ausmaß von Hunger in Afrika südlich der Sahara und in Südasien; dort konnten dennoch seit 2005 die größten absoluten Fortschritte erzielt werden.
