Unter amerikanischer Anleitung wurde die NATO 1949 gegründet, als Kernstück des zweiten Entwurfs der amerikanischen Weltpolitik nach 1945. Der erste Entwurf hatte zu den Vereinten Nationen geführt, beruhte auf der Hoffnung, daß die Kriegsallianz auch die Friedensallianz sein werde. Als diese Hoffnung im Kalten Krieg zerstob, vertrauten die USA die Sicherheit der westlichen Welt und ihre Führungsposition der Nordatlantischen Verteidigungs allianz an; sie ist bis heute das Kernstück der Atlantischen Gemeinschaft geblieben. 35 Jahre der Weltführung und der Führung des Westens durch die USA -Anlaß und Zeitraum sind groß genug, um eine Zwischenbilanz zu versuchen.

Unter dem Begriff „Kalter Krieg“ wird die Auseinandersetzung zwischen den beiden Machtblöcken hinter den USA und der UdSSR nach 1945 verstanden. Der Begriff stammt von dem Journalist Walter Lippmann aus dem Jahre 1947. Die beiden Siegermächte versuchten zwar, eine direkte militärische Konfrontation zu vermeiden, trotzdem lieferten sie sich mehrere heftige wirtschaftliche, diplomatische und ideologische Kämpfe, auch auf Kosten ihrer Satellitenstaaten. Gegensätzliche Interessen in Wirtschaft und Machtausübung bedingten gegenseitiges Misstrauen und Feindseligkeit in der eskalierenden ideologischen Auseinandersetzung. Warum kam es zwischen den beiden Weltmächten nicht zur Verwirklichung einer gemeinsamen Friedenssicherungen nach dem Schrecken des Zweiten Weltkrieges? Der Kalte Krieg ist eine „unmittelbare Folge des Zweiten Weltkrieges.“ Russland versuchte nicht nur in Europa, sondern auch in Asien seinen Machtbereich zu erweitern. Im Nahen Osten betraf das alle Staaten, die eine gemeinsame Grenze mit Russland hatten, besonders den Iran und die Türkei. Im Iran waren 1941 sowjetische Truppen stationiert worden, um die Versorgung Russlands mit kriegswichtigem Erdöl zu sichern. Nach dem Ende des Krieges weigerte sich die UdSSR, diese Truppen wieder abzuziehen. Deshalb kam es 1946 zu einer Konfrontation mit den Amerikanern.
