China, it argues, is a one-party-dominated political system whose surprising levels of public support and resilience in the face of serious economic, environmental and social problems suggest that it is more durable than most outside observers suppose. But many have hardened into something very different from liberal democracy: what the eminent political thinker John Keane describes as a new form of despotism. And one day, he warns, we may be more like them. Drawing on extensive travels, interviews, and a lifetime of thinking about democracy and its enemies, Keane shows how governments from Russia and China through Central Asia to the Middle East and Europe have mastered a formidable combination of political tools that threaten the established ideals and practices of power-sharing democracy. They mobilize the rhetoric of democracy and win public support for workable forms of government based on patronage, dark money, steady economic growth, sophisticated media controls, strangled judiciaries, dragnet surveillance, and selective violence against their opponents. This book argues that there are constant formations of online public spheres in present-day China, prompted by never-ending news. It contends that these publics are chronic, although individually they are usually transient. They are networked, which enables them to go viral in hours, and they may engender unexpected consequences. These features explain why online public spheres survive in China even though censorship and information manipulation are pervasively and strategically maneuvered to guide or manufacture “public opinion”. The book also proposes that there are deeply entangled structural factors bolstering China's online news-prompted public spheres: the continuous flow of news information, the countless public spaces facilitated by China’s digital infrastructure and the rise of rights-conscious netizens. Pushing forward a new way of conceptualizing the idea of public spheres, this book contends clearly that public spheres are most often sparked by chronic news in today's media-saturated societies. Delving into the life cycles of public spheres, it goes beyond static analysis of individual public spheres and instead studies their five qualities, which, except for the networked quality, have never been systematically addressed in scholarship.

This book provides empirical evidence to show how democratic experiments are harnessed to achieve control and support authoritarianism, through the lens of participatory pricing, which is one of the most important forms of deliberative democracy in China. The crucial point is an interlacement of easily perceptible improvement in empowerment (voluntary enrollment, disclosure of information and opportunities for expression during events) and hidden control (delicately designed procedures and pre-existing frameworks that influence participants in how they think, and when they talk). The mixture of these two mechanisms assures participants and educates them, producing cooperative citizens desired by the government. This is referred to as the partial empowerment strategy, which challenges the traditional assumption of the correlation between deliberation and empowerment. When authoritarian control influences deliberations in a form that obstructs the natural developmental process of empowerment, it acts as a filter that encourages only some form of empowerment, but precludes those that are too risky for the government. This exertion of dominance through a participatory form reflects the development of governance capability of China as a modern authoritarian state and explains its “surprising” resilience.
