The real effective exchange rate (REER) is the most commonly used measure for assessing international competitiveness. We develop a methodology to estimate the REER that incorporates two distinctive elements that are not considered in the current literature and apply it to the Mediterranean Quartet (MQ) of Greece, Italy, Portugal, and Spain, whose common pattern of real appreciation has created concern in policy and academic circles. The two elements that we add to the existing literature are (i) product heterogeneity when identifying each country's international competitors and their weights and (ii) a comprehensive treatment of services exports. Our refined measure suggests a modest reduction in the observed REER gap between the MQ countries and the other euro area countries. In particular, considering product heterogeneity and services exports implies a lower real appreciation from 1998 to 2006 on the order of 2-3 percent for all MQ countries. These are difference-in-difference estimates relative to the results obtained for the rest of the euro area countries using the same methodology.

Ghana is again experiencing large and chronic fiscal deficits that many analysts attribute to a sharp increase in its the public-sector wage bill. This study uses macroeconomic and household survey data to examine public employment and public wages both historically and in comparison with private-sector wages. Although we do find a public-sector wage premium in the most recent data (for 2012/2013), it is not as large as one would expect from the macro data, totaling only 15 to 28 percent of the public-sector wage bill, or 2 to 3 percent of gross domestic product. That is far from enough to eliminate the government deficit. To make further reductions in the wage bill, policymakers must either make the normative case that public-sector workers should be paid less than private-sector workers with similar qualifications, something that will be difficult politically, or they must adjust the required skill levels of public-sector employees downward, something that may not make administrative sense. There is some low-hanging fruit in the public-sector wage bill, but not enough to resolve Ghana’s fiscal crisis.

Infrastructure development has always been one of the fundamental measures of a country’s progress and development. PPPs, if structured and delivered in the most optimal manner, are known to also result in increased quality of service delivery and a lower NPV of costs associated with such infrastructure project when compared to public sector implementation. PPPs are complexed structured and comes in many forms. This book covers different form of private public partnerships and relevant pros and cons of each such form. Towards the end, the book focuses on project finance structure which is usually structured as build-own-operate and/or transfer basis and is required for large scale infrastructure projects and the author’s core experience is delivery of infrastructure on these type of PPP structure. There are several PPP guides available in the market, however, we, have tried our best in this book to summarize the learnings from our experiences. This book can be considered the first book to be written on PPPs focusing on the Kingdom of Saudi Arabia commercial requirements and risk allocation framework and incorporates knowledge of the wider GCC region.
