Feminist Theory and Structuralist Analysis is used to problematize the issue of the UN response to sexual violence in conflict, with particular attention placed on women. Guatemala and the Democratic Republic of Congo (DRC) are the foci for my two core case studies, however I consider the problems I raise to be experienced universally/globally, which is demonstrated with reference to other case studies and conflicts. It is my belief that the UN resolution is inadequate in addressing the multi-layered problems women in conflict and post-conflict situations face daily. Since the resolution does not exist in a vacuum I have considered the department which created the resolution as well as other actors involved in the implementation of such resolutions. The themes within this book include not only sexual violence, women, the UN & International Law but also structural problems related to poverty & the global political economy. This work demonstrates the universal nature of the structural problems, as well as the connections between poverty, regional destabilization and sexual violence (against women). Scholars of IR, Gender & Development will find this book most useful and interesting.

This volume explores the implementation of key gender policies in international peace and security, following the adoption of UN Security Council resolution 1325 in October 2000, the first thematic resolution on Women, Peace and Security. How should we understand women’s participation in peace processes and in peace operations? And what forms of gendered security dynamics are present in armed conflict and international interventions? These questions represent central themes of protection and participation that the international community has to address in order to implement UNSCR 1325. Thus far, the implementation has often employed varying approaches related to gender mainstreaming, a third theme of the resolution. Yet, there is a dearth of systematic data which until recently has restricted the ability of researchers to evaluate the progress in implementation and impact of UNSCR 1325. By engaging with both empirics and critical theory, the authors of this edited volume make important contributions to the gender, peace and security agenda. How do understandings of the relationships between gender, violence, security and the international inform policy and practice in which these notions are central? What are the practical implications of basing policy on problematic discourses? In this highly original poststructural feminist critique, the author maps the discursive terrains of institutions, both NGOs and the UN, which formulate and implement resolutions and guides of practice that affect gender issues in the context of international policy practices. The author investigates UN Security Council Resolution 1325, passed in 2000 to address gender issues in conflict areas, in order to examine the discursive construction of security policy that takes gender seriously. In doing so, she argues that language is not merely descriptive of social/political reality but rather constitutive of it. Moving from concept to discourse, and in turn to practice, the author analyses the ways in which the resolution's discursive construction had an enormous influence over the practicalities of its implementation, and how the resulting tensions and inconsistencies in its construction contributed to its failures. The book argues for a re-conceptualisation of gendered violence in conjunction with security, in order to avoid partial and highly problematic understandings of their practical relationship. Drawing together theoretical work on discourses of gender violence and international security, sexualised violence in war, gender and peace processes, and the domestic-international dichotomy with her own rigorous empirical investigation, the author develops a compelling discourse-theoretical analysis that promises to have far-reaching impact in both academic and policy environments.

Recent developments such as Sweden's' Feminist Foreign Policy, the "Hillary Doctrine," and the integration of women into combat roles in the U.S. have propelled gender equality to the forefront of international politics. The UN Department of Peacekeeping Operations, however, has been integrating gender equality into peacekeeping missions for nearly two decades as part of the women, peace and security agenda that has been most clearly articulated in UNSC Resolution 1325. To what extent have peacekeeping operations achieved gender equality in peacekeeping operations and been vehicles for promoting gender equality in post-conflict states? While there have been major improvements related to women's participation and protection, there is still much left to be desired. Sabrina Karim and Kyle Beardsley argue that gender power imbalances between the sexes and among genders place restrictions on the participation of women in peacekeeping missions. Specifically, discrimination, a relegation of women to safe spaces, and sexual exploitation, abuse, harassment, and violence (SEAHV) continue to threaten progress on gender equality. Using unique cross-national data on sex-disaggregated participation of peacekeepers and on the allegations of SEAHV, as well as original data from the UN Mission in Liberia, the authors examine the origins and consequences of these challenges. Karim and Beardsley also identify and examine how increasing the representation of women in peacekeeping forces, and even more importantly through enhancing a more holistic value for "equal opportunity," can enable peacekeeping operations to overcome the challenges posed by power imbalances and be more of an example of and vehicle for gender equality globally.
