Who owns your data? And why do they? In this article, I consider various stakeholder claims to data ownership and the value generated by data, through a political economy lens. Following a data value framework established by the Open Data Institute, I first consider how data generates value from the point of its creation, how data as a resource imbues various stewardship obligations onto data controllers, and finally how - given competing interests - decision-making authority is apportioned across stakeholders.This framework is then applied to three emerging models of data ownership: Laissez Faire, Data Trusts and Data Commons. The structural qualities of each model are revealed by an in-depth critique, before a visualisation of the data flows between stakeholders is offered.Finally, I compare these models across categoric issues that emerge from this analysis, considering how each model tackles issues such as incentives, competition, innovation and feasibility.

The article reviews the legal protections available for data tracked and stored on radio frequency identification (RFID) tags, generated when such tags are attached to goods which travel in the stream of commerce. In particular, the article explores the extent to which a person can own or control such data, and who that person is. While the universal product code, in the form of the printed bar code, allows merchants to track products by general product category, RFID allows merchants to identify and track individual items nearly anywhere in the world, because each item tagged has an individual electronic product code (EPC). When such embedded RFID tags are designed to include technology that can track and store data retrieved by sensors attached to the tag, this allows for each tag to create a detailed database of the movement and use of goods, stored locally on each tag. While such resulting databases may contain valuable information, the current legal protection for such data in the U.S. is limited. The article discusses direct ownership of the data contained on the tag under such theories as copyright and trade secret law, or indirectly through ownership of the hardware. Also discussed are legal controls limiting access to the data, even where a merchant does not own the data or the hardware.

Information overload has always been a challenge for business-people as well as professionals from other types of organizations. And today with search algorithms and artificial intelligence (AI) such an ever-present part of daily life and media consumption, the challenges in learning how to filter information for oneself for effective processing, interpretation and analysis have only increased. Several frameworks are presented that were created for instructing students to assist with addressing this. They were tested and refined over four years in a core MBA course focused on decision making and project-based work. They include ways to conceptualize the broad areas of information available for business decision making as well as how to identify information by thinking about who is producing it, why they are producing it and who their key customers are. Other frameworks presented deal with ways to identify pertinent information and how to process and work with it as part of a research investigation. These frameworks are presented as tools that can be used by business school instructors, but certainly have a broader application as useful guidelines for anyone hoping to be a better collector and processor of relevant information for decision making and project work.

The layman's answer to the question posted in the title to this paper lies in the question itself. The common understanding of people when they talk about information about themselves is that it is indeed "theirs". Until relatively recently, the law has been content to remain agnostic on the subject. The Common Law in general and English Courts in particular have traditionally avoided philosophical debates about the nature of things, preferring to develop concepts and principles from the results of cases decided on specific facts and circumstances. This approach has been acceptable while we have been winding our way gently up the foothills of the Information Age, but now that we see the towering peak of Big Data standing before us, covered by the ubiquitous Cloud, it is necessary to make a critical examination of some of the basic assumptions which we have hitherto carried with us about the way in which the law should treat rights over personal information. This paper will argue that the correct approach which the law should adopt is a proprietary one. That is to say that the protection of the economic value inherent in personal information should be grounded in property rights acknowledged by the law.

In 2011 the World Bank—with funding from the Bill and Melinda Gates Foundation—launched the Global Findex database, the world's most comprehensive data set on how adults save, borrow, make payments, and manage risk. Drawing on survey data collected in collaboration with Gallup, Inc., the Global Findex database covers more than 140 economies around the world. The initial survey round was followed by a second one in 2014 and by a third in 2017. Compiled using nationally representative surveys of more than 150,000 adults age 15 and above in over 140 economies, The Global Findex Database 2017: Measuring Financial Inclusion and the Fintech Revolution includes updated indicators on access to and use of formal and informal financial services. It has additional data on the use of financial technology (or fintech), including the use of mobile phones and the Internet to conduct financial transactions. The data reveal opportunities to expand access to financial services among people who do not have an account—the unbanked—as well as to promote greater use of digital financial services among those who do have an account. The Global Findex database has become a mainstay of global efforts to promote financial inclusion. In addition to being widely cited by scholars and development practitioners, Global Findex data are used to track progress toward the World Bank goal of Universal Financial Access by 2020 and the United Nations Sustainable Development Goals.
