The WHO Benchmarks for International Health Regulations (2005) (IHR) Capacities was first published in 2019 and serves as a capacity-building tool and reference document to guide development/updating of country health security plans, including the national action plan for health security (NAPHS). It is now updated to a second edition which incorporates lessons learned from recent health emergencies, as well as alignment with updated IHRMEF tools, the HEPR framework, the WHO Director-General’s ten proposals to build a safer world together, and to build back better through multi-hazard and whole-of-society approaches to support better preparedness for future emergencies. Over 250 relevant technical leads contributed to this edition, by providing inputs from WHO regional offices, countries, partners and participation in global consultation meetings. The second edition is titled “WHO Benchmarks for Strengthening Health Emergency Capacities: Support for the Implementation of International Health Regulations (IHR) and Health Emergency Prevention, Preparedness, Response and Resilience (HEPR) Capacities”. WHO benchmarks are further digitalized for easy and quick use, along with a reference library, which is currently being updated. The audience for this document includes WHO Member States, health ministries and other relevant ministries, healthstakeholders, partners, nongovernmental organizations and academia to support building capacities at the country level.

Since the beginning of the World Health Organization, many of its staff members, regional offices, member states, and directors-general have grappled with the question of what a 'spiritual dimension' of health looks like, and how it might enrich the health policies advocated by their organisations. Contrary to the wide-spread perception that 'spirituality' is primarily related to palliative care and has emerged relatively recently within the organisation, this study shows that its history is considerably longer and more complex, and has been closely connected to the WHO's ethical aspirations, its quest for more holistic and equitable healthcare, and its struggle with the colonial legacy of international health organisations. While such ideals and struggles silently motivated many of the key actors and policies - such as the provision of universal primary healthcare - which for decades have embodied the organisation's loftiest aspirations, the WHO's official relationship with 'spirituality' advanced in fits, leaps, and setbacks. At times creative and interdisciplinary, at others deeply political, this process was marked by cycles of institutional forgetting and remembering. Rather than as a triumph of religious lobbyists, this book argues, the 'spiritual dimension' of health may be better understood as a 'ghost' that has haunted - and continues to haunt - the WHO as it comes to terms with its mandate of advancing health as a state of 'complete well-being' available to all.

These resources are the culmination of work from the Mental Health and Faith Community Partnership, a collaboration of psychiatrists and faith leaders representing diverse faith traditions. Many people facing a mental health challenge, personally or with a family member, turn first to a faith leader. And for many receiving psychiatric care, religion and spirituality are an important part of healing. In their role as "first responders," faith leaders can help dispel misunderstandings, reduce stigma associated with mental illness and treatment, and help access to treatment for those in need. The Guide and Quick Reference provide faith leaders with the knowledge, tools and resources to support that role. The Guide includes a general overview of mental health and mental illness and information on how faith leaders can support people with mental health challenges.
