Efter anden Verdenskrig voksede modstanden indledningsvis i den vestlige verden mod det etablerede samfund og den politiske dominans i form af (græsrods)bevægelser, ofte synliggjort ved samlinger, protesttog og demonstration. Protesterne mod krigsførelsen i Vietnam og mod miljøforurening er især kendte. For Sovjetunionen var dette et middel, der kunne anvendes overfor Vesten med henblik på at slå dennes sammenhold i stykker. Sovjetunionen og ikke mindst Østtyskland (DDR) støttede aktivt disse bestræbelser ved gennem deres sikkerhedstjeneste at dirigere og kontrollere, hvad de officielt benævnte "fredskampen". Formål kunne være at standse det amerikanske neutronvåben, hvis stråler kunne gennembryde russisk panser og dermed true den sovjetiske militærstrategi med panseroffensiv i Vesteuropa. Et andet formål var at forpurre planerne om udstationering af Pershing II raketter og krydsermisiler i Europa. Forfatteren ser i fredskampen Sovjetunionens sidste politiske offensiv, hvis mål fejlede ved Vestens fortsatte sammenhold og ikke mindst ved udbredelse af fredskampens idéer til de sovtetiske vasalstater. Forfatteren kommer langt omkring gennem politisk strategi og taktik, militærstrategi, ideologi, økonomi ect., baseret på materialer fra i dag åbne østtyske arkiver.
