Dezember 1979 beschloss die NATO, ihr Arsenal nuklearer Mittelstreckenwaffen als Gegengewicht zu neuen sowjetischen SS-20-Raketen zu modernisieren, falls Rüstungskontrollverhandlungen mit der UdSSR erfolglos bleiben würden. Neben dem sowjetischen Einmarsch in Afghanistan markierte der NATO-Doppelbeschluss die Wende von der Entspannungsära hin zur verschärften Ost-West-Konfrontation. Im Westen mobilisierte die "Nachrüstung" gesellschaftlichen Protest unbekannten Ausmaßes mit Menschenketten, Sitzblockaden und Großdemonstrationen. Auch jenseits des "Eisernen Vorhangs" bewegte das Friedensthema zahllose Menschen. Die Studie analysiert diesen Wendepunkt des Kalten Krieges im deutsch-deutschen, europäischen und transatlantischen Kontext auf diplomatie- und gesellschaftsgeschichtlicher Ebene. Wie kam es zu der Entscheidung, die zunächst einen Klimasturz im Ost-West-Verhältnis nach sich zog? Protesterne mod krigsførelsen i Vietnam og mod miljøforurening er især kendte. For Sovjetunionen var dette et middel, der kunne anvendes overfor Vesten med henblik på at slå dennes sammenhold i stykker. Sovjetunionen og ikke mindst Østtyskland (DDR) støttede aktivt disse bestræbelser ved gennem deres sikkerhedstjeneste at dirigere og kontrollere, hvad de officielt benævnte "fredskampen". Formål kunne være at standse det amerikanske neutronvåben, hvis stråler kunne gennembryde russisk panser og dermed true den sovjetiske militærstrategi med panseroffensiv i Vesteuropa. Et andet formål var at forpurre planerne om udstationering af Pershing II raketter og krydsermisiler i Europa. Forfatteren ser i fredskampen Sovjetunionens sidste politiske offensiv, hvis mål fejlede ved Vestens fortsatte sammenhold og ikke mindst ved udbredelse af fredskampens idéer til de sovtetiske vasalstater. Forfatteren kommer langt omkring gennem politisk strategi og taktik, militærstrategi, ideologi, økonomi ect., baseret på materialer fra i dag åbne østtyske arkiver.

Since 1945, what ‘conservative’ means has troubled intellectuals, politicians and parties in the United Kingdom and West Germany. In Britain conservatism was an accepted term of the political vocabulary, denoting a particular tradition of political thought and practice. In West Germany, by contrast, conservatism was a difficult concept for the young democracy to swallow. It carried a heavy antiliberal and antidemocratic burden and led people to question whether there was a place for conservatism within democratic culture after all. The Guardians of Concepts scrutinizes the debates about conservatism in the UK and the Federal Republic of Germany from the late 1940s to the early 1980s. Informed by historical semantics, it conceives of conservatism as a flexible linguistic structure, and shows the importance of language for the self-understanding of many conservatives, who not by chance, have regarded themselves as the guardians of concepts. The intense national and transnational debates about the meaning of conservatism had far-reaching consequences and continue to influence politics today.
