Ökonomie, Note: 1,3, Freie Universität Berlin, Sprache: Deutsch, Abstract: Mit dem endgültigen Kollaps der kommunistischen Systeme Anfang der 1990er Jahre in den südosteuropäischen Ländern, sofern sie sozialistisch geprägt waren, setzten im generellen parallel dazu ablaufende ökonomische, politische und gesellschaftliche Transformationsprozesse ein, die die Umgestaltung der staatlichen, politischen und wirtschaftlichen Institutionen von zentralisierter Planwirtschaft hin zu funktionierender Marktwirtschaft, von einparteien-diktatorischen Systemen hin zu parlamentarischer Demokratie, aber auch von ständischen zu bürokratischen Strukturen und von ländlichen zu städtischen Gesellschaften zum Ziel hatten. Die Europäische Union stellt in ihren alljährlichen Regelmäßigen Berichten über die Fortschritte Bulgariens auf dem Weg zum Beitritt fest, dass Bulgarien den rechtlichen Rahmen zur Korruptionsbekämpfung kontinuierlich verbessert. Jedoch werden in jedem Bericht die stockenden Justizreformen, als grundlegendes Hindernis bei der Durchführung der Rechtsnormen angesehen und darauf verwiesen, dass Korruption nach wie vor ein ernsthaftes Problem darstellt. Aufgrund dieser Feststellung und in Anbetracht der Befürchtung, „dass die EU mit der Erweiterung nach Osten das Problem Korruption in nicht unerheblichem Umfang importiert“ (d.h. auch den Störfaktor für Wirtschaftswachstum), ist es dringend geboten nicht nur auf die bestehenden Fakten zu verweisen, sondern vielmehr die Genesis von Korruption zu analysieren. Eine solche Analyse soll dazu beitragen, anhand der Entstehungsgeschichte dieses negativen Phänomens, die Wurzeln dieser Problematik zu fixieren, zu analysieren und zu beheben. Weiterhin sollen die Ursachen für Korruption in ehemaligen Transitionsländern verdeutlicht werden, um die aktuellen Korruptionsdebatten auf die effektive und konstruktive Bekämpfung dieses Phänomens umzulenken. In Anbetracht des voraussichtlichen EU-Beitritts Bulgariens im Jahr 2007, die immer noch hohe Korruption dort (und der Beanstandung dieses Problems durch die EU) und den negativen Effekten von Korruption auf das Wirtschaftswachstum, wird es die Aufgabe dieser Seminararbeit sein, anhand von Variablen eine mögliche Kausalität von Demokratisierung und Korruption politikwissenschaftlich zu analysieren und konkreter, sich auf die Fragestellung zu konzentrieren: In welchem Zusammenhang stehen institutionelle Transition und Korruption in der staatlichen Administration in Bulgarien?

Can Russia ever become a normal, free-market, democratic society? Why have so many reforms failed since the Soviet Union's collapse? In this highly-original work, Fiona Hill and Clifford Gaddy argue that Russia's geography, history, and monumental mistakes perpetrated by Soviet planners have locked it into a dead-end path to economic ruin. Shattering a number of myths that have long persisted in the West and in Russia, The Siberian Curse explains why Russia's greatest assets––its gigantic size and Siberia's natural resources––are now the source of one its greatest weaknesses. For seventy years, driven by ideological zeal and the imperative to colonize and industrialize its vast frontiers, communist planners forced people to live in Siberia. They did this in true totalitarian fashion by using the GULAG prison system and slave labor to build huge factories and million-person cities to support them. Today, tens of millions of people and thousands of large-scale industrial enterprises languish in the cold and distant places communist planners put them––not where market forces or free choice would have placed them. Russian leaders still believe that an industrialized Siberia is the key to Russia's prosperity. As a result, the country is burdened by the ever-increasing costs of subsidizing economic activity in some of the most forbidding places on the planet. Russia pays a steep price for continuing this folly––it wastes the very resources it needs to recover from the ravages of communism. As Adam M. McKeown demonstrates, the push for increased border control and identity documentation is the continuation of more than 150 years of globalization. Modern passports and national borders are not only inseparable from the rise of global mobility. They are also tied to the emergence of individuals and nations as the primary sites of global power and identity. McKeown's history links the practices of border control to attempts to control Asian migration around the Pacific in the 1880s. New policies to control mobility had to be justified in the context of contemporary liberal ideas of freedom and mobility, generating such principles as the belief that migration control is a sovereign right of receiving nations and that it should occur at a country's borders. McKeown shows how the enforcement of these border controls required migrants to be extracted from social networks of identity and reconstructed as isolated individuals within centralized filing systems. Methods originally created to exclude Asians from full participation in the "family of civilized nations" are now the norm between all nations and have helped to institutionalize global cultural and economic divisions, such as East/West and First and Third World designations.
