Der Verband der Hochschullehrer für Betriebswirtschaft (VHB) wurde 1921 gegründet und hat sich seitdem als der wichtigste wissenschaftliche Verband im Fach Betriebswirtschaft im deutschsprachigen Raum etabliert. Dieses Buch bietet erstmals eine systematische Darstellung der Entwicklung des VHB und damit ebenso der Betriebswirtschaftslehre (BWL). This book offers a short history of business administration in four parts. Part 1 takes the reader from 8000 BCE with the development of simple control techniques to the middle of the nineteenth century. At this time, normative, empirical, and theoretical approaches to business problems in the industrial area were developed. Furthermore, more powerful methodologies came into use. In Part 2, the criteria for science are discussed and related to the development of business administration as a science at the beginning of the twentieth century. Part 3 demonstrates, using Germany as an example, the development of business administration as strongly influenced by its societal environment. The cases of National Socialist Germany, the socialist environment of the German Democratic Republic, and the reconstruction of an academic-inspired business administration in Western Germany are provided as illustrative examples. Part 3 also presents a typology of major specializations in business administration, examples of their development, and a proposal for a curricular approach to the discipline. The fourth and final part presents the benefits of studying the history of management ideas. This volume is the proceedings of the conference entitled "Manpower Planning and Organization Design" which was held in Stresa, Italy, 20-24 June 1977. The Conference was sponsored by the NATO Scientific Affairs Division and organized jointly through the Special Programs Panels on Human Factors and on Systems Science. Two Conference Directors were appointed with overall responsibilities for the programme and for policy, and they were assisted in their tasks by a small advisory panel consisting of Professor A. Charnes (University of Texas), Professor W.W. Cooper (Carnegie Mellon University, now at Harvard University) and Dr. F.A. Heller (TavistQck Institute of Human Relations). Professor R. Florio of Bergamo kindly agreed to become Administrative Director and, as such, was responsible for all the local arrangements. The Conference Directors were further assisted by "national points of contact" appointed from each of the member countries of NATO. These national representatives played a substantial part in the search for participants and in the collection and trans mission of the various conference communications. Although full details of the national points of contact are included in the Appendices, special tribute must be paid to the UK point of contact, Brian Smith of the Civil Service Department. He very capably shouldered the additional burdens of maintaining conti nuity and resolving problems during the absence in Canada of Don Bryant in the particularly demanding two months preceding the Conference.

Die Errichtung von zwei Hochschulen der Bundeswehr führte dazu, daß zwei Pro blemfelder, ihre Diskutanten und ihre Kontroversen aufeinander bezogen wurden, die bis dahin kaum voneinander Notiz genommen hatten. Zu dem einen Problem feld gehören im weiteren Sinne Bildungswesen und Bildungspolitik. Im engeren Sinne geht es um die Hochschulen und die hier besonders engagierten Gruppen. Auf der anderen Seite stehen die Streitkräfte und die ihnen zugewandte Teilöffent lichkeit, über die hinaus das Ausbildungssystem der Bundeswehr bislang kaum In teresse fand. Das änderte sich schlagartig, als 1971 die vorgeschlagene Neuordnung der Ausbildung in der Bundeswehr Gestalt annahm, man dabei flir jeden längerdie nenden Offizier ein wissenschaftliches Studium vorsah und daranging, dafür eigene Hochschulen zu errichten. Dieser "Einbruch des Militärs" in die Hochschulpolitik forderte Kritik heraus; daß ausgerechnet an Hochschulen der Bundeswehr ein Stück der Studienreform, nämlich die Studienzeitverkürzung, betrieben werden sollte, mußte als Ärgernis gelten. Diese Entwicklung samt ihren politischen und bildungspolitischen Komponen ten ist hier anzusprechen, weil von ihr später nur am Rande die Rede sein kann. Das Sozialwissenschaftliche Institut der Bundeswehr (früher: Wissenschaftliches Institut flir Erziehung und Bildung in den Streitkräften) erhielt 1970/71 den Auftrag, Curri cula für die geplanten Studiengänge zu erarbeiten. Über ein solches Curriculum und über die Arbeit und Überlegungen bei seinem Zustandekommen unterrichtet die vor liegende Veröffentlichung. Über die einschlägige Arbeit des Instituts und ihre politi schen Implikationen unterrichtet eine weitere Veröffentlichung, die in Kürze vorlie gen wird.
