What is the relevance of civil society to people empowerment, effective governance, and deepening democracy? This book addresses this question by examining the activities and public participation of non-governmental organizations (NGOs) in the areas of religion, ethnicity, gender and the environment. Examples are taken from Indonesia, Malaysia, the Philippines, Singapore, Thailand and Vietnam. State regimes' attempts to co-opt the concept or reject it as alien to "Asian values" have apparently not turned out as expected. This book traces the developnment of trade unions in Peninsular Malaysia over the last century from colonial times to the early 1990's, stressing the key role of the state in shaping the role and nature of organized labour during various time periods. Trade unions were not allowed in BritishMalaya before 1940. After the Japanese Occupation, organized labour was effectively mobilized by the left, and contributed significantly to the anti-colonial struggle for Independence. However, from 1948 severe repression directed against the left brought an abrupt end to this development. Fromthe early 1950's, the colonial authorities sought to wean support from the communist-led insurgency by encouraging moderate or responsible unionists, but this did not prevent the resurgence of labour militancy in the mid-1950's on the eve of Independence. After a brief honeymoon period with thepost-colonial government, union activity mounted again in the 1960's until repression against the left from the mid-1960's took its toll. Extra-parliamentary rule after the May 1969 riots saw increased government efforts to subordinate labour to economic developmental priorities, particulary thoseof export-orientated industrialization. In the early 1970's, however, there were also concessions to organized labour in an attempt to promote tripartite corporatism. But in the late 1970's, however, there has been further subordination of labour to a changing developmentalist agenda increasinglyfavourable to private business interests.

The clothing industry provides employment for 60 million workers worldwide. More than a quarter of these workers are employed in the Asia-Pacific region, where the industry is based on subcontracted production on behalf of international buyers. Rapid movements of manufacturing activity from country to country in search of cost advantages make clothing workers part of a globalizing labour market where they increasingly suffer from job insecurity. This book presents carefully researched case studies which highlight the ways in which labour is informalized, fragmented and made disposable by the globalization of production. Chapters address issues pertaining to rights and citizenship, and new forms of activism and organization in conjunction and coordination with diverse support groups, consumers, and wider global campaigns.
