Through time use surveys, this report breaks down the ways in which women contribute to the rural economy through their paid and unpaid work. The Food and Agriculture Organization of the United Nations (FAO) commissioned the National Research University Higher School of Economics (HSE) in Moscow to organize the international forum “Food policy, rural development and gender equality in Eastern Europe, Caucasus and Central Asia: current trends and the impact of the COVID-19 pandemic” which took place on 10, 12 and 17 March 2021. This paper is based on the discussions held at the webinars. It identifies and documents the key issues to inform stakeholders, and serves as a reference for the work of FAO and other development actors in the region. The presentations and discussions focused on the role of women in Central Asia (Kazakhstan, Kyrgyzstan, Tajikistan, Uzbekistan and Turkmenistan) and South Caucasus (Armenia, Azerbaijan and Georgia), but also highlighted cases from the Russian Federation, other Eastern European countries (Belarus, Republic of Moldova and Ukraine), the Western Balkans (Albania, Bosnia and Herzegovina, Montenegro, North Macedonia and Serbia) and Turkey. This summary lists examples of promising practices in the region and beyond to improve the socio-economic opportunities of rural women and young people. In addition, based on the discussions of all three webinars, the summary offers a range of policy recommendations that can be deployed by FAO and Members.

This study is conducted under the Asian Development Bank (ADB) project for Strengthening Gender-Inclusive Growth in Central and West Asia. It aims to establish a better understanding of women’s roles in irrigated agriculture and water management in Tajikistan. The findings will inform the ADB grant-financed project to modernize irrigation and drainage systems in the Lower Vaksh River Basin. Household-level agriculture-nutrition linkage (ANL) tends to be strong in a rural subsistence setting with limited access to the food market. In such a context, markets for food processing services also may be imperfect, and consequently a household’s time-investments in cooking may become important. Using the primary data in Tajikistan, we show that longer periods of time dedicated to cooking by women in the household often significantly enhance household-level ANL. Furthermore, an increase in the diversity, scale, and efficiency of household production, as well as longer cooking time, can also reduce intrahousehold inequality in nutritional outcomes among women and children. These effects are stronger in areas with lower nighttime light intensity and for households with lower values of cooking assets. In a context where household-level ANL is strong, ANL may also depend on households’ self-production of complementary inputs, including cooking services. This dependence reveals both unique opportunities for and vulnerabilities of ANL for the rural poor.

This report presents the latest updates related to food security and nutrition in Europe and Central Asia, including estimates on the cost and affordability of healthy diets. It also explores how governments are supporting the food and agriculture sector and how to repurpose policies and incentives to make healthy diets more affordable and agrifood systems more environmentally sustainable. The new estimates confirm that the prevalence of hunger at chronic or severe levels is relatively low in the ECA region, through the prevalence of food insecurity at moderate or severe levels can be quite high. The region is seeing alarmingly high – and rising – rates of overweight and obesity. The COVID-19 pandemic has added 25.5 million people in the region to the ranks of the moderately or severely food insecure, leaving them without access to safe, nutritious and adequate food. The war in Ukraine has made the situation worse. Almost all ECA subregions are experiencing increased costs and reduced affordability of healthy diets because of higher food prices and lower incomes. This report contains an in-depth analysis of the repurposing of food and agricultural policies to ensure the food systems transformation is better suited to addressing the “triple challenge” of achieving food security and good nutrition for better health, providing livelihoods to farmers and others connected to the sector, and reducing the nature and climate footprint of the sector. This report also reviews complementing policies within and outside of agrifood systems to assess whether repurposing efforts are impactful in the ECA region.

In 1924, the Bolshevik regime began an unprecedented campaign to forcibly emancipate the Muslim women of Tajikistan. The emancipatory reforms included unveiling women, passing progressive family code laws, and educating women. By the 1950s, the Soviet regime largely succeeded in putting an end to veiling, child marriage, polygamy, and bride payments. Yet today there is a resurgence in these practices the Bolsheviks claimed to have eliminated. This paper examines gender inequality in the context of structural transformation and rebalancing in China. We document declining women's relative wages and labor force participation in China during the last two decades, despite rapid growth and expansion of the service sector. Using household data, we provide evidence consistent with a U-shaped relationship between economic development and women's labor market outcomes. Using a model of structural transformation, we show that labor market barriers for women have increased over time. Model counterfactuals suggest that removing these barriers and increasing service sector productivity can boost both gender equality and economic growth in China.

Migration for work is an important livelihood option for many households in Tajikistan due to limited job opportunities. Remittances from migrant workers significantly supplement the country’s foreign currency reserves, but the economic crisis and worldwide shutdown induced by the coronavirus disease (COVID-19) have caused international migration flows to fall, and remittances are projected to decline significantly. This publication reviews the state of international migration out of Tajikistan and identifies the impact of COVID-19 on the movement of people and migrant workers, in particular. It also reviews international best practices and proposes appropriate predeparture programs, post-return services for Tajik migrants, and ways to address migrate worker issues related to the pandemic.
