Working hours in Korea are considerably longer than those of most other countries throughout the world. The 40 hour workweek was eventually introduced in 2005, meaning that many people were finally no longer legally obliged to work on Saturdays or Sundays. Despite expectations that this legislation would have a remarkable impact on both society and each individual, Korea is still one of the highest ranked OECD countries in terms of the length of working hours. The reduced working hours have been filled with ‘overwork’ on weekdays or weekends. Given the large amount of time Koreans dedicate to work, concerns regarding leisure time and expenditure on leisure products are becoming increasingly significant. This book evolved from the initial questions ‘why do Koreans work so hard for long hours?’ and ‘don’t the Korean working population want to spend time on leisure?’, and comes to the conclusion that the lengthy working hours have a major impact on the ability of average Koreans to participate in leisure activities. In the process of solving its initial research questions, this book explores the historical formation of the working class, the labour market, and the relationship between work and leisure and leisure policy. It also conducts various forms of empirical research, such as questionnaire survey and interviews, and uses a range of different research methods, including case studies, comparative historical analysis and secondary data analysis. As such, this book will undoubtedly appeal to anyone wishing to understand more about Korean society, and to anyone with an interest in how a wide variety of research methods are brought together in real world research.

Korea faces unique ageing and employment challenges. On the one hand, it will experience much faster population ageing than any other OECD country: the old-age dependency ratio (population aged 65+ over population aged 15-64), for example, is projected to increase from 20% today to around 70% in 2050. On the other hand, employment rates of older workers are already very high: in the age group 65-69, for example, 45% of all Koreans work compared with an OECD average of 25% (2016 data). However, most older people in Korea end up in poor-quality jobs after ending their core career in their early 50s, with low and insecure earnings and little or no social protection. This report looks at the reasons for the current labour market and income situation of older workers in Korea, especially the role of employment and employer practices. It examines the best ways forward for policy makers and employers to increase the quality of life and work of older workers whilst maintaining their high employment rate.

Finding information on Korean labor law written in English is excruciatingly difficult. Any CEOs and HR managers who tried googling their questions on Korean labor law will understand what I mean. What they get after online searches are a bunch of websites that barely answer the questions. Even if there are relevant articles, they are often outdated and not detailed enough. I wrote this guide to address this lack of updated and relevant information in English with regard to Korean labor laws. Let me tell you briefly what you can get from this book. First, I summarize the most important rules of Korean labor laws governing work conditions. I focus on the the most important points of 10+ laws for work conditions. I only cover the matters that HR managers want to know. If you want to find the information in the book through online search, you should check out more than ten separate laws. However, lots of them have no English translation for the latest amendments. For example, the Labor Standards Act, the major labor law, has not been translated into English since 2014. Second, I explain all the information in plain English. I am not a fan of abstruse and complicated sentences. I did my best to get clear ideas of what is meant by the Korean texts of relevant laws and to explain them in plain English. Third, I quote titles and article numbers of relevant labor laws for all the sections in the book. Therefore, you can be sure that I am not making things up but faithfully conveying the information in the law. It is also useful for writing any inside HR report because you have the source to the information you find in the book. My book covers topics such as employment contract, work hours and overtime, ordinary wage, average wage, annual leave, holidays, social insurances, non-regular employees, dismissal, rules of employment, maternity leave, childcare leave, retirement benefits and more. About the author Sunny Lee is a freelance consultant specializing in labor laws of South Korea. As a consultant and certified public labor attorney, he has been giving advice on Korean labor laws to foreign CEOs and HR managers for the last fifteen years.
