The economic status of young people has declined significantly over the past two decades, despite a variety of programs designed to aid new workers in the transition from the classroom to the job market. This ongoing problem has proved difficult to explain. Drawing on comparative data from Canada, Germany, France, Sweden, and the United Kingdom, these papers go beyond examining only employment and wages and explore the effects of family background, education and training, social expectations, and crime on youth employment. This volume brings together key studies, providing detailed analyses of the difficult economic situation plaguing young workers. Why have demographic changes and additional schooling failed to resolve youth unemployment? How effective have those economic policies been which aimed to improve the labor skills and marketability of young people? And how have youths themselves responded to the deteriorating job market confronting them? These questions form the empirical and organizational bases upon which these studies are founded.

The crisis has intensified what was previously a chronic unemployment problem in Europe; youth unemployment is now at unprecedented highs in some European countries. This paper assesses the main drivers of youth unemployment in Europe. It finds that much of the increase in youth unemployment rates during the crisis can be explained by output dynamics and the greater sensitivity of youth unemployment to economic activity than adult unemployment. Labor market institutions also play a significant role in explaining the persistently high levels of youth unemployment, especially the tax wedge, minimum wages relative to the median wage, spending on active labor market policies, the opportunity cost of working (measured by the unemployment benefits), vocational training, and labor market duality. This suggests that policies to address youth unemployment should be comprehensive and country-specific, focused on reviving growth and advancing labor market reforms.

Persistent unemployment and rising wage differences at the expense of low-skilled workers has characterized the labor market in most developed countries. Since the last economic crisis, unemployment rates and pay inequalities have increased among workers under 25 years of age, thus creating an ever-widening financial gap for an entire generation. Those who do not have a qualification or post-secondary diploma often find themselves in precarious jobs at minimum wage. Countries are now working to adopt reforms to improve the situation of young people in the labor market. International Perspectives on the Youth Labor Market: Emerging Research and Opportunities provides emerging research exploring the theoretical and practical aspects of financial inequality and applications within global economics. Unlike literature that focuses only on developed countries, this book also addresses emerging economies whose labor market is often characterized by a dualism that makes the situation of young workers worse. Featuring coverage on a broad range of topics such as unemployment rate, labor reform, and job insecurity, this book is ideally designed for economists, government officials, policymakers, executives, managers, business professionals, researchers, academicians, and students.

This report examines the human resources development and training dimensions of the gradual, but inexorable, shift towards knowledge-, skill-, and service-based economies and societies, and the stupendous growth of the information and communications technology sectors. It offers the following four conclusions: (1) all countries will feel the impact of these changes; (2) older, more mature economies with skilled workers may resist change and suffer from a mismatch between skills and needs, and so need to stress education and training and make them more widely available in order to maintain employability and productivity over a lifetime; (3) in developing countries, more workers need to be educated so that they are not forced into unemployment, and young workers are most likely to benefit from training programs undertaken in a well-established institutional context; and (4) in all countries, major structural reforms are needed to adapt training continuously to the changing nature and dynamics of labor markets and to improve access to training for everybody throughout life. The report raises points for discussion of the role of human resources development in all types of economies.--Publisher's description.

This study discusses in depth the youth unemployment "problem" and examines the various policy responses to it, including education and training, and active labour market policy. It emphasizes the need for adequate labour market information, policy monitoring and programme evaluation to help provide more and better-quality jobs for young people - while also offering specific recommendations and guidelines for this age group in industrialized, transition and developing countries, While analysing the characteristics, causes and consequences of youth unemployment, the study explores the nature of the youth labour market and how it differs from the labour market for other workers. It looks at minimum wages, as well as the pivotal role of education and training systems. It also identifies vital ILO instruments concerned with young people and examines the broader international policy challenges faced by many countries around the world. In particular, it discusses the failure of many countries to integrate young people into good, quality employment. Active labour market policies, both successful and unsuccessful, are evaluated, and the book looks closely at policies promoting wage employment, self-employment and programmes aimed at disadvantaged young people. The book reveals how youth unemployment is first and foremost a consequence of poor macroeconomic performance and suggests ways in which countries can formulate coordinated youth employment policies according to the state of their economies. In contrast to prevalent approaches in the literature, it emphasizes the need to go beyond a purely supply-side response. The study includes strategies for involving governments, as well as employers' and workers' organizations, in tackling youth unemployment and providing alternatives.

'We must conclude by warning that the severity of youth employment problems today pales to insignificance beside those which could be face in the future... in developing countries. These countries face a pattern of escalating proportions. Their youth population is projected... to rise by more than 125 million (over 16 per cent) by the end of the century. In Africa... the youth population could triple over the next forty years. The population increase in urban areas might be even more dramatic since the natural increase could continue to be augmented by rural-urban migration. By 2000, half the youth of developing countries could live in cities... There will be a massive increase too in the number of educated youth. School enrolment in developing countries is spreading fast despite severe resource constraints. The prospects are, in one sense, alarming. But, looking to the future, the energies and economic potential of youth should be seen positively as a potential dynamic element in growing economies rather than merely as a 'problem'. If societies are willing to invest in youth it will repay that investment many times over.' - From the Report.'Unemployment involves wasted resources, but it is also a wider human problem. The loss is not just economic. Youth is a period of transition from childhood to adulthood, of energy and of willingness to learn and serve. With work, this can be directed towards a common benefit; without work, it is dissipated or even channelled into anti-social behaviour.' - From the Foreword by the Commonwealth Secretary-General.

“The education to work transition of young people is key to a successful work-life and to fight youth unemployment. The book provides an impressive outline of the facts and convincing insights of the potential causes. This offers a large and broader audience help to adjust properly to achieve a better life.” Klaus F. Zimmermann, IZA, Bonn, Germany This work points to the youth experience gap as a key concept to explain the meager employment opportunities and earnings many young people face. The transition from education to work remains a long dark tunnel around the world. However, this book shows that there are striking differences between countries: in Germany, the young people of today are no worse off than their adult counterparts, while in Southern European and Eastern European countries they fare 3 through 4 times worse. The current economic and financial crisis has further exacerbated the situation for young people in many advanced economies. Observers are divided as to the optimal design of youth employment policy. Liberalists believe that the market itself should address youth disadvantages. More flexible labor markets should also guarantee greater labor turnover, including temporary work, so as to allow young people to move from one job to the next until they accumulate the work experience they need to become more employable and find the right career. In contrast, other economists oppose approaches focusing on entry flexibility and temporary work, claiming that the former type helps only the most skilled and motivated target groups, while the latter only allows young people to gather generic, not job-specific work experience.
