At the center of this investigation is the great modernization effort of a West German state, Bavaria, in the 1970s and 1980s, by means of a reform of the smaller units of local government. The reforms were meant to abolish all autonomous local governments serving populations of fewer than 3,000, thereby reducing the number of local governments in Bavaria from more than 7,000 to less than 2,000. Based on interviews, surveys, and statistical research, this study chronicles fifteen communities and their challenges, developments, and social changes from post-1945 up to the present. While this book explores the decline of the iconic village community, it also reveals the survival of medieval towns in a contemporary world, and despite the modern desire for comprehensive and well-integrated services, there remains a seemingly perennial appeal of small town and village life.

Debates about Liberalism in imperial Germany have focused almost exclusively on the national level. This book investigates liberal politics in local government; the only sphere in which liberals had direct access to power throughout Germany. Through the study of one of Germany's most progressive cities, Frankfurt am Main, Jan Palmowski examines more generally the processes of politicization and policy formulation at the local level. He argues that in Frankfurt as elsewhere, local affairs had become politicized not around 1900, as is generally assumed, but by the 1870s. Once in power, the liberals' concern for religion, social policy, and education, as well as their skilful use of fiscal policy shows that liberals in Germany were as sophisticated as liberals in Britain or France. Even in the face of an authoritarian state structure, German liberals received and made use of freedom for renewal and reform. German liberalism was not inherently weak. Instead, the crucial problem lay in the country's complicated federal structure, which made it impossible to transfer innovations from the local level to the state and national levels.

Über 5000 Gemeinden verloren ihre Eigenständigkeit, wurden eingemeindet. Für die Reformer unter Innenminister Bruno Merk war diese Neuregelung der Motor der Modernisierung, in den folgenden Jahren kümmerten sich die Lokalpolitiker aber vor allem um die Zentralorte der neuen Großgemeinden, während die eingemeindeten Ortschaften an Mitsprache und Infrastruktur verloren. Diese Studie untersucht die Auswirkungen der Gebietsreform auf die konkrete Kommunalpolitik in kleinen Gemeinden Bayerns und zieht einen Vergleich zwischen eingemeindeten und selbstständig gebliebenen Dörfern.
