Der Begriff "Zwangsarbeit" wird benutzt, um den Kern der nationalsozialistischen Beschäftigungspolitik zu charakterisieren. Diese Politik setzte in verschiedenen Abstufungen Pressionen und in Millionen Fällen nackte Gewalt ein, um Arbeitskräfte aus den von der Wehrmacht besetzten Gebieten für die deutsche Kriegswirtschaft anzuwerben bzw. zu verpflichten. Insbesondere die Zwangsarbeiter aus der Sowjetunion bekamen die Folgen der nationalsozialistischen Rassenideologie zu spüren. In Schleswig-Holstein sind Zwangsarbeiter im großen Umfang eingesetzt und ausgebeutet worden: in der Landwirtschaft, in der Industrie, in Handwerksbetrieben und in privaten Haushalten. Zwangsarbeiter oder Fremdarbeiter wurden gemäß der Rassenlehre der Nationalsozialisten klassifiziert: Am unteren Ende der Zwangsar-beiterhierarchie standen die Ostarbeiter. Sie waren russische, weißrussische oder aus der Ukraine stammende Arbeiter, stigmatisiert durch das Abzeichen "Ost", dadurch auch äußerlich gekennzeichnet und mussten in sehr primitiven Lagern leben, in Kellinghusen im ehemaligen Schweinestall des Bauern Gosau, das umgebende Gelände war mit Stacheldraht umzäunt. Die Verbrechen der Nazi-Barbarei wurden nach 1945 einfach vergessen, man leugnete sie. Berichte von Morden und Plünderun-gen dagegen, begangen von Polen und Sowjetrussen nach der Befreiung 1945, hielten sich zäh in Familien und Heimatschriften. Auch die Geschichtsschreibung passte sich an und klammerte unangenehme Themen aus. Gänzlich verdrängt wurde das Schicksal der "slawischen Untermenschen", denn Polen und Sowjetbürger standen weit unten in der Rassenhierarchie der nationalsozialistischen "Rassenwächter".

Bei meinen Recherchearbeiten und Zeitzeugengesprächen in den Gemeinden der Störmarsch äußerte ein promovierter Marschbe-wohner am Telefon: "Es gab hier Russen und Franzosen, und die durften alle mit bei uns am Tisch sitzen. Die Nazis waren nicht alle Verbrecher und Mörder, so wie das linke Pack, was sich hier über-all rumtreibt, immer behauptet." Danach legte er auf und war auch nicht mehr zu erreichen. 75 Jahre nach Kriegsende wurde es höchste Zeit, sich den Kriegsgefangenen und Zwangsarbeiter*innen im Kreis Steinburg in Schleswig-Holstein zuzuwenden, zumal der Mehrheit der Nachkriegsgeneration, speziell der jüngeren Generation des Kreises, das Elend der flächendeckenden Versklavung von Menschen kaum bekannt ist, und das, obwohl etliche Untersuchungen zur Zwangsarbeit in Deutschland erschie-nen sind. Das Lagersystem im Kreis Steinburg ist das Spiegelbild der verbrecherischen Unmenschlichkeit der NS-Führung und ihrer Chargen. Im Kreis Steinburg können aber auch Beispiele "wider-setzlicher" Menschlichkeit genannt werden. Es gab sie auf man-chen Bauernhöfen und an einzelnen Arbeitsplätzen. Das komplexe Unterdrückungs- und Ausbeutungssystem, die zur Norm erklärte rassistisch begründete Verachtung anderer Völker, die unbarmherzige Behandlung der Zwangsarbeiter*innen, der Familien, Jugendlichen, Schwangeren und Frauen mit Kindern, der Alten und Kranken und insbesondere der sowjetischen Kriegsgefangenen erweist sich als Verlust jeglicher Zivilisation und Kultur im nationalsozialistischen Deutschland. Das Leugnen und Verschweigen der Zwangsarbeit, insbesondere das Leiden der Frauen und der Kinder, durch Teile der heutigen deutschen Gesellschaft, ist ebenso unerträglich wie die Gleichgültigkeit und die Erbarmungslosigkeit in etlichen anderen Bereichen unserer Wohlstandsgesellschaft.

What would bring a physician to conclude that sterilization is appropriate treatment for the mentally ill and mentally handicapped? Using archival sources, Ian Robert Dowbiggin documents the involvement of both American and Canadian psychiatrists in the eugenics movement of the early twentieth century. He explains why professional men and women committed to helping those less fortunate than themselves arrived at such morally and intellectually dubious conclusions. Psychiatrists at the end of the nineteenth century felt professionally vulnerable, Dowbiggin explains, because they were under intense pressure from state and provincial governments and from other physicians to reform their specialty. Eugenic ideas, which dominated public health policy making, seemed the best vehicle for catching up with the progress of science. Among the prominent psychiatrist-eugenicists Dowbiggin considers are G. Alder Blumer, Charles Kirk Clarke, Thomas Salmon, Clare Hincks, and William Partlow. Tracing psychiatric support for eugenics throughout the interwar years, Dowbiggin pays special attention to the role of psychiatrists in the fierce debates about immigration policy. His examination of psychiatry's unfortunate flirtation with eugenics elucidates how professional groups come to think and act along common lines within specific historical contexts.

Eugenics, to quote the definition of the man who coined the word, Francis Galton, is 'the study of agencies under social control that may improve or impair the racial qualities of future generations either 1 physically or mentally'. Eugenists believe that the knowledge so acquired can be applied to the practical task of raising the level of fitness in the human race. Man, Prometheus-like, is at last acquiring the power to control his own genetic future. To carry on the eugenical work pioneered by Galton, a Eugenics Society is in existence at the present day. Its members, predominantly academics and scientists, hope collectively to influence government policies through normal pressure-group activities. But, however seriously they take eugenics, probably few of them see themselves as having a mission to save civilization from imminent collapse, or seriously expect that eugenics will shortly replace the programmes and ideologies of the existing political parties; nor would they present eugenics as a science of man that was making redundant all previous speculations in philosophy, history, and sociology. These, however, were precisely the aims and ambitions of those who formed the original 'Eugenics Education Society' in the winter of 1907-8.
