This book looks at experience in government restructuring and devolution from a variety of national and international perspectives, both within the European Union and elsewhere, focusing on lessons learned and ways forward.Since the 1980s, there has been a global trend to give more power to local governments. Even in Korea and the United Kingdom, the most centralised countries in the OECD, local government powers have increased, with substantial economic benefits. Within the European Union, the principle of subsidiarity has enshrined the idea of devolution. New member states, particularly in central and eastern Europe, have significantly created new and self-sufficient local and regional governments. However, this process has been complicated. Devolution is not a panacea in its own right, and need not lead to economic growth. While it can encourage savings through collaboration, it can also lead to confused lines of authority and can complicate policy formation and implantation. Devolution can strain local budgets, forcing local governments to rely on their own sources of finance, rather than central government transfers. Suburbanisation, rural depopulation, the growth of some regions, and the decline of others have raised new problems, particularly related to inter-governmental cooperation among local governments and different levels of government. In many cases, an increased number of governments has increased administrative costs.

Am Beispiel der integrierten ländlichen Entwicklung klärt sie einerseits die Frage nach forstwirtschaftlichen Potentialen in Regional Governance-Initiativen und analysiert andererseits allgemeine politische Kräfte, die Regional Governance bestimmen. Es wird gezeigt, dass im Rahmen von Regional Governance-Initiativen konventionelle und innovative Potentiale für die Forstwirtschaft bestehen. Diese können jedoch aufgrund unterschiedlicher Informationsstände, verschiedener Kapazitäten sowie unterschiedlicher Anreizwirkungen nicht von allen Akteursgruppen gleichermaßen realisiert werden. Die vorgefundenen politischen Determinanten von Regional Governance umfassen die Konkurrenz zwischen Regional Governance-Institutionen und demokratisch legitimierten Institutionen, die Strategie höherer politischer Ebenen zur Erlangung von Einfluss auf Regionalpolitik, sowie die Prägung von Regional Governance durch die Interessen von starken Akteuren und deren Koalitionen. In diesem Zusammenhang wird gezeigt, dass der sektorübergreifende Anspruch von Regional Governance aufgrund sektoraler Interessenlagen sowohl in der Formulierung als auch im regionalen Vollzug nicht erfüllt wird und sich lediglich punktuelle Integrationserfolge auf Projektebene erreichen lassen. Diese Ergebnisse lassen sich durch zweierlei Machtstrategien erklären: Einerseits das Bemühen übergeordneter politischer Ebenen, ihren Einfluss auf Regionalpolitik auszuweiten und andererseits die Strategie von konkurrierenden Politiksektoren, ihren Einflussbereich zu verteidigen bzw. zu Lasten anderer Sektoren auszudehnen.

There is a peculiar dissonance in innovation research. On the one hand, the label innovation is applied to almost everything: new products, processes, services, methods, techniques. Even the diffusion of innovations to all spheres of society is called innovation. On the other hand, we find that the main focus of innovation research is still on bringing technology to market. This dissonance provoked the central questions discussed at the 2nd International Conference on Indicators and Concepts of Innovation (ICICI 2008) on «Non-technological and non-economic innovations and their impact on economy» hosted by the Competence Centre for Management at the Berne School of Business and Administration: What forms and dimensions of non-technological and non-economic innovations can nonetheless be found both theoretically and empirically? What impact do these innovations have on the economy? Are there actually innovations without a non-technological and non-economic dimension, viz. purely technological or economic innovations? Consisting of selected answers to these questions, this volume presents international scholarly approaches beyond the «technology goes economic market» mainstream of innovation research. They are integrated in a theoretical framework for the analysis of socially robust innovations, i.e. innovations that succeed on more than one market and are therefore both more sustainable and more profitable.
