Alors que l’enfance attirait bien peu le regard du sociologue, elle devient un objet de recherche à part entière en ce début de vingt-et-unième siècle. Se met en place un nouveau champ de recherche, la sociologie de l’enfance, qui s’intéresse à un objet social à la fois objet de fascination et de tourments. Il n’est plus possible d’envisager les problèmes éducatifs, qu’ils concernent l’école, la famille ou les médias, sans s’interroger sur le nouveau statut de l’enfant dans la modernité. Ainsi de personnage fantôme, quasi invisible hantant les sociologies de l’éducation ou de la famille, l’enfance est-elle devenue une des figures majeures de la modernité et de ses sociologies. Elle cristallise et incarne, au coeur d’un mouvement général de désinstitutionalisation, un des derniers liens sociaux, et toutes les difficultés de la transmission, interrogeant et secouant violemment nos cadres de représentation et d’interprétation des modes de socialisation contemporains. Elle appelle une recomposition des champs traditionnels de la sociologie. Penser un à un et indépendamment les cadres institutionnels de la socialisation ne permet guère de sortir de cette impasse. Il devient indispensable de s’interroger sur leurs relations réciproques et sur l’action même de cet enfant, considéré maintenant comme un acteur à part entière. Si le statut de l’enfant évolue au sein de la cellule familiale, en écho, il évolue au sein de toutes les instances de socialisation, dont l’école, et se recompose au sein du groupe de pairs, ce que ne peut ignorer une société de consommation avide de cibles prescriptrices. En effet, comment appréhender l’analyse des politiques sociales de l’enfance sans faire appel à l’analyse des discours savants qui légitiment celles-ci, comment comprendre la culture enfantine sans la situer face à cette nouvelle vision de l’enfant en tant qu’acteur social ?

Qu’est-ce qu’un enfant « normal »? Tout au long du XIXe siècle, l’hygiène publique et la pédiatrie ont joué un rôle déterminant autant dans l’image que dans la conception des enfants. Au début du XXe siècle, la psychologue parvient à l’avant-scène, transformant du coup notre pensée et notre compréhension. André Turmel examine ces transformations à la fois selon la perspective de l’observation scientifique des enfants ( hygiène publique, pédiatrie, psychologie, éducation ) selon le point de vue d’une politique publique ( bien-être de l’enfant, politique de la santé, éducation et obligation scolaire. S’appuyant sur des descriptions historiques poussées en provenance de Grande-Bretagne, des États-Unis et de France, il étudie comment le développement séquentiel et le raisonnement statistique mènent au concept d’enfant « normal » et produisent une forme de standardisation par laquelle nous surveillons de près les enfants. Il montre comment les sociétés occidentales sont devenues des cultures centrées sur l’enfant et demande si nous allons continuer à faire reposer parentalité et éducation sur une vision de l’enfant qui n’est plus appropriée.
