However, it and similar reform efforts have met resistance, with New York as the exemplar for how to repel standardized testing and invasive data collection, such as inBloom. In New York, the two parent/teacher organizations that have been most effective are Long Island Opt Out and New York State Allies for Public Education. However, purposeful and effective instruction through film is not problem-free and there are many challenges that accompany classroom applications of Hollywood motion pictures. In response to the problems and possibilities associated with teaching through film, we are developing a collection of practical, classroom-ready lesson ideas that might bridge gaps between theory and practice and assist teachers endeavoring to make effective use of film in their classrooms. We believe that film can serve as a powerful tool in the social studies classroom and, where appropriately utilized, foster critical thinking and civic mindedness. The NCSS College, Career, and Civic Life (C3) framework, represents a renewed and formalized emphasis on the perennial social studies goals of deep thinking, reading and writing. We believe that as teachers endeavor to digest and implement the platform in schools and classrooms across the country, the desire for access to structured strategies that lead to more active and rigorous investigation in the social studies classroom will grow increasingly acute. A survey was undertaken to obtain information about the use of standardized tests in assessing the achievement of Canadian elementary and secondary school students. This information was garnered from the ministries or departments of education of all ten Canadian provinces and one territory, and a sample of about 120 of the local school boards in the country. The questionnaires sent to the ministries and school boards were similar, and consisted of two parts. The first part contained questions of a general nature about the province-wide testing program, if any, that had been conducted during the 1991-92 school year. The second part of the questionnaire was focused on the particular tests used in system-wide testing by province or board during any of the four academic years 1989-90 to 1992-93.
