1988: coming to grips with a terrifying global experiment The Toronto conference statement made it clear that climate change would affect everyone. It called greenhouse gas atmospheric pollution an ‘uncontrolled, globally pervasive experiment whose ultimate consequences could be second only to nuclear war’. World governments were urged to swiftly develop emission reduction targets (The changing atmosphere: implications for global security, 1988). Relevant to both Australian and overseas audiences, here is the untold story of how Australia buried its knowledge on climate change science and response options during the 1990s — going from clarity to confusion and doubt after arguably leading the world in citizen understanding and a political will to act in the late 1980s. ‘What happened and why’ is a fascinating exploration drawing on the public record of how a society revised its good understanding on a critical issue affecting every citizen. It happened through political and media communication, regardless of international scientific assessments that have remained consistent in ascribing causes and risks since 1990. How could this happen? The author examines the major influences, with lessons for the present, on how the story was reframed. Key have been values and beliefs, including economic beliefs, that trumped the science, the ability of changing political leaders and the mass media to set the story for the public, as well as the role of scientists’ own communication over time and the use and misuse of uncertainty.

This book provides a comparative assessment of the material and ideational contributions of five countries to the regional architecture of post-Cold War Asia. In contrast to the usual emphasis placed on the role and centrality of the Association of Southeast Asian Nations (ASEAN) in Asia’s multilateral architecture and its component institutions, this book argues that the four non-ASEAN countries of interest here 3⁄4 Australia, Japan, China and the United States 3⁄4 and Indonesia have played and continue to play an influential part in determining the shape and substance of Asian multilateralism from its pre-inception to the present. The work does not contend that existing scholarship overstates ASEAN’s significance to the successes and failures of Asia’s multilateral enterprise. Rather, it claims that the impact of non-ASEAN stakeholders in innovating multilateral architecture in Asia has been understated. Whether ASEAN has fared well or poorly as a custodian of Asia’s regional architecture, the fact remains that the countries considered here, notwithstanding their present discontent over the state of that architecture, are key to understanding the evolution of Asian multilateralism. This book will be of much interest to students of Asian politics, international organisations, security studies and IR more generally.

In March 1945 British Major Tom Harrisson and 42 Australian, New Zealand and British guerrillas dropped behind enemy lines in Borneo in an operation designed to assist the Australian Imperial Force’s (AIF) landings on the island, the largest amphibious operation in Australia’s history. In a matter of months the guerrillas moved well beyond their initial intelligence gathering mission, disrupting enemy supply lines, mounting raids on Japanese outposts, ambushing and often beheading, Japanese soldiers in the jungle. By the War’s end they had killed over 1,000 enemy. When Japan surrendered in August 1945, the AIF abruptly wound-up operations, leaving the Borneo tribespeople and brothers-in-arms to the fate of two roaming Japanese companies. Harrisson led a small band of guerrillas to hunt down these renegades, forcing their surrender on 30 October 1945, ten weeks after the war’s official end. Harrisson required his men to live off the land and at times, appeared oblivious to their appalling conditions. Nevertheless all 42 members of his force survived the war. But rather than revere their leader, many hated him and three wanted to kill him.

The 1970s was a decade when matters previously considered private and personal became public and political. These shifts not only transformed Australian politics, they engendered far-reaching cultural and social changes. Feminists challenged ‘man-made’ norms and sought to recover lost histories of female achievement and cultural endeavour. They made films, picked up spanners and established printing presses. The notion that ‘the personal was political’ began to transform long-held ideas about masculinity and femininity, both in public and private life.
