The Government has announced a 'devolution revolution', transferring powers and opportunities to local government through a series of 'devolution deals'. The Cities and Local Government Devolution Bill gives statutory authority to deals and enables some of the specific reforms the Government wishes to make, such as introducing directly-elected mayors for combined authorities. This inquiry set out to examine the contents of the Bill and, in particular, whether Greater Manchester's deal is a model for other areas, but its scope quickly widened to a review of the way in which devolution in England is proceeding. The Committee has identified various aspects of the current approach that it recommends are refined and improved. The Committee has found a significant lack of public consultation and engagement at all stages in the devolution process. The public should be engaged in the preparation of devolution proposals, insofar as possible during the negotiations and once the results of a deal have begun to make an impact, and communicated to throughout the process. This is particularly the case for health devolution where the systems in place are complex, changes are consequently more difficult to understand and the public's response is likely to be more emotional. The Committee also believes that the Government's approach to devolution in practice has lacked rigour as to process: there are no clear, measurable objectives for devolution; It suggests various ways in which proper process can be ensured.

The celebrations marking the 20th anniversary of the fall of the Berlin Wall provoked a debate on the outcomes of the transition process in the post-communist countries, including a debate on the functioning of civil society. This provided a good opportunity for researchers to collect new data and revise the discourse on collective action and the dynamics of civil society in these countries. Jacobsson and Saxonberg's collection of essays looks at social movements, and their forms of mobilization and organization, as well as action repertoires in relation to the social context, and their success or failure. The book meets an important need in the discourse on post-communist social movements by going beyond the usual discourse about the weak and non-participatory civil society in the post-communist context. This book gives a nuanced and updated view of social movements in post-communist Europe, by looking at the cases of relatively successful mobilization, by examining groups that have often been neglected in the discourse on social movements and civil society (including animal-rights groups, racist movements and non-feminist family organizations), and by giving a deeper analysis of the different strategies that civil society organizations and groups can use. Rather than expecting social movements in post-communist Europe to follow the same patterns and operate in the same fashion as in Western Europe, this volume shows that a wider view of contentious action is needed in order to understand the variety of strategies employed by collective actors operating in this context.

Beyond Shangri-La chronicles relations between the Tibetans and the United States since 1908, when a Dalai Lama first met with U.S. representatives. What was initially a distant alliance became more intimate and entangled in the late 1950s, when the Tibetan people launched an armed resistance movement against the Chinese occupiers. The Tibetans fought to oust the Chinese and to maintain the presence of the current Dalai Lama and his direction of their country. In 1958, John Kenneth Knaus volunteered to serve in a major CIA program to support the Tibetans. For the next seven years, as an operations officer working from India, from Colorado, and from Washington, D.C., he cooperated with the Tibetan rebels as they utilized American assistance to contest Chinese domination and to attain international recognition as an independent entity. Since the late 1950s, the rugged resolve of the Dalai Lama and his people and the growing respect for their efforts to free their homeland from Chinese occupation have made Tibet's political and cultural status a pressing issue in international affairs. So has the realization by nations, including the United States, that their geopolitical interests would best be served by the defeat of the Chinese and the achievement of Tibetan self-determination. Beyond Shangri-La provides unique insight into the efforts of the U.S. government and committed U.S. citizens to support a free Tibet.

The Noble and Holy Order of the Knights of Labor was founded in 1869 as a secret fraternal order committed to the goal of uniting American labor. At its height in 1886, the Knights claimed the allegiance of perhaps a million workers. Despite a host of local studies by the new labor historians of the 1970s and 1980s, there has been no general study of the Knights since Norman Ware's 1929 book, and no one has ever attempted a comprehensive study of the culture of the organization. In Beyond Labor's Veil, Robert E. Weir presents a fascinating cultural portrait of the Knights across regions, covering the years 1869 to 1893. From the start, the Knights of Labor was an unusual organization, equal parts fraternal order and labor union. It was the only nineteenth-century labor organization to organize African Americans, women, and unskilled workers on an equal basis with white craftsmen. Weir goes beyond the rhetoric of public pronouncements and union politics to consider the real influence of the Knights--in communities and homes as well as in the workplace. Weir explores the many cultural expressions of the Knights--ritual, religion, poetry, music, literature, material objects, graphics, and leisure. Although the Knights barely survived into the twentieth century, Weir concludes that the creative cultural expressions of the Knights enabled it to do as well as it did in the face of powerful oppositional forces. What emerges in Beyond Labor's Veil is a rich, detailed description of the Knights as its members adapted to the confusion and contradiction of America's Gilded Age.
