Abstract: Abstract of thesis entitled Between Trade Unionism and Professionalism: the Collective Organisation of School Teachers and Social Workers in Hong Kong submitted by CHAN, Andy Wing-chiu for the degree of Doctor of Philosophy at the University of Hong Kong in May, 2000. Much of the literature suggest that professionals take trade unionism and professionalism as two alternative strategies in pursuing their occupational rights and professional autonomy. Some scholars argue that the two strategies are incompatible, since collective bargaining and industrial actions, the key methods of trade unionism, are deemed as 'unprofessional' behaviour, which should undermine any claims to 'professional' values. Others argue that with the increasing proletarianisation of work, professionals must inevitably employ the method of trade unionism to safeguard their interest, and that this can be complementary to traditional professionalism. This study explores this debate with two quasi-professions, school teachers and social workers. These examples were chosen because in a sensitive position of seeking to uplift their professional status in the longer-term interest whilst at the same time pursuing short- term material gains from employment. The research involves a survey of individual professionals' actual behaviour in and attitudes towards trade unionism and professionalism along with collective organisations in the two occupations. The factors affecting the development of collective representation in these two occupations are also investigated. Teachers are found to have a higher unionisation rate than social workers whilst social workers have a high propensity to join professional associations. The past performance of a strong teacher union and its extensive union services are important factors leading to unionise. In addition, in the work situation, teachers perceived a poor industrial relations 1climate and insufficient communication with management, whilst social workers' employing organisations appear to have a better working climate, with some organisations establishing formal joint consultative committees (JCCs). Teachers have a higher tendency to participate in certain union activities than do social workers. However, for both occupations, individuals' participation in more demanding union activities, such as becoming office bearers and taking part in industrial action, is limited. On the other hand, social workers have a higher propensity than teachers to join professional associations and to participate in direct professionalism-related activities. However, for both occupations, individuals are found inactive in more demanding form of participation in both union and professional activities. Compared with other occupational groups, both teachers and social workers are better-off in terms of job security and pay level, so that it is unlikely they will easily be involved in militant industrial action in the coming future. As with white-collar workers generally, neither group identifies with the general labour movement, maintaining what many might see as a high 'false class consciousness'. The teaching profession in South Africa, as in many developed and developing countries, has become highly unionized, and that school-sector labour relations are characterized by multi- unionism and a high degree of inter-union rivalry. Teachers have become highly unionized workers and their trade unions exert a significant influence on the shaping and implementation of education policies in schools. Campaigns for better conditions of service seem to be enjoying higher priority from the teacher unions as more energy and resources are put on this responsibility, at the expense of other critical responsibilities such as professional development and teacher learner support programs. This claim is evidenced by the high interest we see from members when negotiations on salary and other fringe benefits are reported, and also the declining standards we read about on the professionalism of teachers and the quality of teaching and learning in schools.
