The Arab-Israeli war of 1973, the first oil price shock, and France's transition from Gaullist to centrist rule in 1974 coincided with the United States' attempt to redefine transatlantic relations. As the author argues, this was an important moment in which the French political elite responded with an unprecedented effort to construct an internationally influential and internally cohesive European entity. Based on extensive multi-archival research, this study combines analysis of French policy making with an inquiry into the evolution of political language, highlighting the significance of the new concept of a political European identity.

The book analyses discourses as diverse as those of the EU politicians, of Europe's national media as well as of migrants living in Europe. Peaceful, prosperous, democratic and respectful of people’s rights, building Europe is an ongoing challenge. For many years it seemed that Europeans lived on a continent of shared values and a common destiny. No one paid attention to the alarm bells warning of growing divisions across the continent, which have become more insistent since the economic and social crisis. Europe and its values, previously taken for granted, are now being contested. These clouds are casting a shadow across Europe’s future, and old demons, long dormant, have started to raise their voices again. With a deepening values divide there is an urgent need for public debate and a reconsideration of how Europeans can strengthen the European project. Is a “Europe united in diversity” still feasible? Can a consensus be forged on a set of values pertaining to a common European identity? What should be done to preserve European unity? The Council of Europe, with its membership covering Europe from Vladivostok to Lisbon and from Reykjavik to Ankara, and its mission to promote democracy, human rights and the rule of law, provides an excellent framework for discussing the current state of thinking and dynamics behind the concept of European identity. For these reasons, the Council of Europe, together with the École nationale d’administration in Strasbourg, held a series of European Identity Debates featuring eminent personalities from a variety of backgrounds including politics, civil society, academia and the humanities. This publication presents the 10 European Identity Debates lectures. The authors identify major issues and challenges and provide an original analysis of different aspects of European identity within their fields of expertise. The authors formulate proposals on how to better understand the multifaceted nature of Europe, what it means today to be European, and what should be done in terms of ideas and strategies to keep Europe dynamic and to build a sustainable future.

This book examines the construction of the EU’s political identity (or identities), variations in its strength, and the nature of its content. Drawing on studies both on European nation-state formation and on the EU’s identity, the chapters take a top-down approach and analyse how EU institutions in different major policy domains have themselves sought to create political identity through policy making. The authors define the construction of EU political identity and set out empirically applicable indicators to assess political identity in policy making. They analyse the construction of identity through a process-oriented approach that explicitly includes contestation and the existence of rival political identities. Comparing across policy domains, the contributions suggest that the ability of EU institutions to construct an EU political identity has been limited not only by existing national identities but also by the coexistence of rival EU political identities within policy domains. Hence, it has been difficult for EU institutions to establish a strong identity, with identity being strongest where there are clear external alternatives and limited rival identities within the EU.

First, the underlying concept of ‘identity’ in the European socio-political context will be defined and elaborated in its different levels and peculiarities. Second, the study addresses the various theories of Europeanisation as they mirror the current state of the scientific debate. The essay concludes by extracting the additive of the concept of ‘identity’ for Europeanisation theories. The European Union (EU) faces a dilemma: While life and politics of the European citizens become more and more Europeanised, the emergence of a European identity seems to fail. People all over Europe cannot identify with the idea of European unification as a whole, although this might spread peace, freedom and welfare. On the other hand, if the EU or its citizens themselves would be able to create European ‘imagined community’, by whatever means, the split between both concepts would be overcome. But how is the concept of ‘identity’ then connected to Europeanisation processes? The main argument here is that ‘identity’ still is an underestimated object of Europeanisation theories, but that the rise of hybrid identities, and with it the manifestation of Europeanised national identities instead of a European identity all over Europe, holds the explicit potency to establish the missing relationship between European citizens and EU politics. This would lead suddenly to a strengthened legitimization of European Union policies as well as people ́s belief in the justification of a supranational polity within a system of multi-level governance.

As the EU continues its integration process, the concepts of culture and transnational European belonging remain ambivalent, whether in the realm of socio-historical representation or mass politics. Engaging with recent scholarly debates surrounding the formation of collective transnational identities, this collection draws on the latest empirical case studies to explore the meaning and composition of European identity, the mechanisms that create and shape it and the question of whom it includes. Taking the problem of European identity as his point of departure Thomas Pedersen's book offers a new theoretical perspective upon culture, identity and nationality. His main argument is that politics are more culturalized than we assume, and that culture is more personalized than we recognize. Nationality is becoming more personalized and hybrid and is acquiring an aesthetic dimension as a side-effect of the democratization of art. Citizens in the Western world and beyond are becoming symbol producers and culture producers, and far from simply taking their cue from custom, contemporary citizens therefore increasingly take an active part in the creation of national and supranational identities. This insight leads the author to develop a new individual understanding of politics summarized in the concept of integrism and to advocate a politics of liberal culturalism and integrist cosmopolitanism as an alternative to both post-modernism and Samuel Huntington's holistic, religious culturalism.
