The Department for Work and Pensions does not yet have enough evidence to demonstrate that its activities to reduce the cost of mistakes by customers have been value for money. Mistakes made by claimants in the information they provide to the Department, termed customer error, are difficult to detect, correct and prevent. The scale of overpayments and underpayments demonstrate a clear imperative for improvement. Mistakes made by customers are difficult for the Department to tackle because they often arise from a change in customers' circumstances, which customers may not realise they have to tell the Department about. Overpayments due to customer error, which are estimated at £1.1 billion in 2009-10, represent a substantial loss to the taxpayer. And underpayments, which were approximately £800 million in 2009-10, can cause hardship for the families affected. The establishment by the Department of the Fraud and Error Council shows a commitment to tackling fraud and error, but there is little evidence that sufficient attention has been paid to reducing losses due to customer mistakes. The Department launched a five year strategy for tackling error in January 2007 but there has been no discernible decrease between 2006-07 and 2009-10 in underpayments and overpayments due to customer error as a percentage of total benefits expenditure. The Department and its agencies do not yet have enough information to target initiatives effectively. Nor is there enough consistently measured data on the costs and benefits of interventions.

This report identified serious concerns in a number of areas, including: unacceptable difficulties contacting HMRC by phone during peak periods; endemic delays in responding to post; and an increasing focus on online communication that may exclude those without reliable internet access. The Committee recognises that the Department performs a crucial role and operates under significant external pressures including continuing resource reductions, deficiencies in tax legislation and the legacy of the merger. It also acknowledges the commitment of management to tackling these problems and the dedication and professionalism of HMRC staff. However, it concluded that the Department has a difficult few years ahead of it, as it attempts to improve its service. The Committee makes recommendations in the following areas: Improving the service provided by contact centres; providing robust alternative to online contact; ensuring greater awareness of the impact of process changes on individuals and businesses; ensuring reductions in resources are managed in a way that is commensurate with the enabling IT and process improvements and minimises the loss of Departmental tax expertise; reviewing the division of responsibilities between HMRC and HM Treasury in relation to making tax policy, to ensure practical considerations are taken into account at the earliest possible stage; better targeting of letters that threaten serious consequences against individuals; having the National Audit Office externally audit preparations for Real-time Information, to ensure Ministers can be held accountable for progress against the Government's ambitious timetable; and examining how the Department can achieve better accountability around the settlement of large tax cases

The Government's Welfare Reform Bill includes measures to introduce a new benefit in 2013: the Personal Independence Payment (PIP) will replace Disability Living Allowance (DLA) for working-age claimants, to help meet the additional living costs of disabled people. A new eligibility assessment process will also be brought in. But this report finds that the Government should not introduce Personal Independence Payment (PIP) assessments nationally until it has satisfied itself, in the planned initial roll-out of the new assessment in a limited geographical area, that the assessment is empathetic and accurate. The report highlights a number of areas of concern. The current draft criteria on which the assessment will be based are still too reliant on a "medical model" of disability, and may fail to take sufficient account of the impact of social, practical and environmental factors, such as housing and access to public transport, on disabled people's ability to participate in society and the additional costs they therefore incur. The Committee believes that the Government should listen to the views of disabled people and their representative organisations and conduct a further trial before the criteria are adopted and the new assessment is introduced. Once the initial assessments for PIP have been completed in the first geographical area, the Government should look again at the value of face-to-face assessments for PIP claims where claimants' conditions are severe and unlikely to change. It is also important that DWP gets the contracting process with the private suppliers right.
